The New World Order

If we want to investigate the topic of human rights in the "world of today and tomorrow", the announced topic, if we want to discuss that in a serious way, we have to begin obviously by focusing attention on the major actors in the world arena and their practices and their guiding values and goals, and these of course we determine not by listening to the words, which are cheap, but by looking at their consistent practice. So we therefore focus attention primarily on the world’s dominant power and the "principal architects of policy" within it - I am borrowing a phrase from Adam Smith referring in his day to the "merchants and manufacturers" of England who mobilised state power. He pointed out that they ensured that their own interests were "most peculiarly attended to", however "grievous" the impact to others, including the people of England. Now that is a truism and remains true. It was restated earner in this century by the leading American philosopher, John Dewey.
Paraphrasing the truism, he pointed out that "politics is the shadow cast by big business over society" and that there are only limited possibilities for advancing human rights or freedom or democracy if we pay attention only to the shadow and refuse to look at the substance - again a truism.
Well, I will adhere to the truism and also follow the reasonable course of focusing attention on be world’s most powerful and dominant nation, without intending to suggest or imply that anyone else is any different, just less independent and less influential and therefore less destructive, usually. So I will start by looking at the power that fifty years ago "assumed, out of self-interest, responsibility for the welfare of the world capitalist system". I am quoting noted diplomatic historian Gerald Haines, who also happens to be the senior historian of the CIA. This is a highly regarded monograph on the US takeover of Brazil in 1945. That is when the US was finally powerful enough to expel its main enemies, France and Britain, from the Western hemisphere and to take over "the colossus of the South", as it was called, in recognition of its extraordinary riches and potential. So the US took over the colossus of the South and, quoting Haines again, turned it into a "testing area for modern scientific methods of industrial development".
In fact we learn quite a lot about the tonight's topic by seeing what was achieved by close American tutelage for half a century in this optimal testing area. Couldn’t get a better test: enormous resources, tremendous potential, no interference, just perfect to see how the testing area works. Well, there were achievements. One of the most dramatic was the installation of the first neo-Nazi national security state in the hemisphere in the early 1960s. It is a big country, so there was a quick domino effect. The purpose was to ward off the threat of parliamentary democracy, which was beginning to get out of control. And indeed it was considered a great achievement. It was described by Kennedy’s ambassador, Lincoln Gordon, as "the single most decisive victory for freedom in the mid-twentieth century". Really important. He then went on to become the president of a great university. The regime and the resulting terror were welcomed not only by liberal democrats but particularly by the business world, which was awed by what was called the "economic miracle" that resulted. Brazil was described as "the Latin American darling of the business community" by Business Latin America, the main business journal for Latin America. In 1989, when Haines wrote, he described the outcome as "a real American success story". "America’s Brazilian policies were enormously successful", bringing about "impressive economic growth based solidly on capitalism". So there is a good testimony to our goals and values and a very good indicator or what lies ahead under near optimal conditions with no interfering factors, like the Cold War, to obscure our guiding values. There was not a Russian in sight, of course.
Well, the success is quite real. US Investors and a tiny elite profited enormously, meaning it was an economic miracle in the technical sense of the word, kind of like Mexico in the last few years. Mexico is a recent economic miracle until December 1994. The number of billionaires in Mexico went from one in 1987 to 24 in 1994, mostly cronies of the president who benefited from what is called "privatisation", which means the giving away of public resources to your rich friends and family. From 1993 to 1994 praises were rising to the skies. The number of billionaires went from 13 to 24, rising just about in parallel with poverty. According to the Mexican government, the proportion of the population living in extreme poverty increased from 13% to 24% in the same years, 1990 to 1994. Wages fell about 50% for the population during the economic miracle. Starvation increased; misery increased; billionaires increased. It was terrific, a real economic miracle. Of course, profits for Western investors were going through the roof as well. That was until December 19th. Then something happened. In fact, what happened was perfectly obvious in advance to everyone, except apparently the economists in the World Bank who either were or pretended to have been surprised, Going back to Brazil, during its period of economic miracle, 1970 to the time that Haines wrote, the numbers were really good. The growth rate was about twice that of much lauded Chile under Pinochet and its successors. That is now the star pupil, Brazil, suffered a collapse, like Mexico, and automatically shifted from triumph of capitalism to illustration of evils of statism, if not Marxism. That is a transition that takes place quite effortlessly in the intellectual culture and, indeed, routinely as circumstances require.
Meanwhile at the peak of the miracle, the overwhelming majority of the population, maybe 80% or so, were living in utter misery, some of the worst conditions in the world. There is no doubt that they would have regarded Eastern Europe in the same years as an absolute paradise. That is a fact that also teaches some obvious lessons, which are not drawn with quite impressive discipline, because they are the wrong lessons. US aid and support during the period of the worst terror and torture also teaches some lessons, as does the same story while the other dominoes were falling, and murderous neo-Nazi regimes were being established throughout the hemisphere, always with enormous US support and aid. By that time the Russians were indeed involved, becoming the leading trading partners of the Argentine neo-Nazi generals 5 and in general consorting quite happily with the worst killers and torturers everywhere, being junior managers in the process of bringing democracy and freedom to the region.
This "success story" for foreign investors and a small elite, that is a fraction of the population, reflects the guiding values of the tutors and the designers. Exactly as in Adam Smith’s day, it does not matter how «grievous» is the impact on the lower orders. The implications for the future are pretty obvious, particularly when we discover that there is nothing unusual about that, in fact it is absolutely routine and in fact virtually exceptionless, maybe totally exceptionless. That is the way the goals and the values guide policy quite generally and in fact at home as well, a rather important fact. I’ll come back to it.
These fundamental values were recognised quite clearly about 350 years ago by very lively and independent working class press in the United States in mill towns a couple of miles from where I live, the centre of the American industrial revolution, which incidentally happens to have been achieved as has invariably been the case by radical violation of the market discipline that is rammed down the throats of the poor. The factory girls and the mechanics - that is what they were called - of Lowell Lawrence, in their press deplored what they called the New Spirit of the Age, Gain Wealth forgetting all but Self - something which they regarded as a degrading and depraved doctrine, which they bitterly condemned and resisted, as indeed they have been doing after almost two centuries of intensive effort to instil the new spirit of the age.
These efforts to institute the New Spirit of the Age, reached extraordinary levels in the past few decades. That is probably the most important feature of the modern era. I will come back to this.
Well, "the masses", as they are commonly called in the business press and in internal government documents, pose continuing problems, both abroad and at home. Abroad they pose the problem that was recognised by Winston Churchill in 1914, when he reminded his cabinet colleagues that "we have got all we want in territory, but our claim to be left in unmolested enjoyment of vast and splendid possessions, mainly acquired by violence, largely maintained by force, often seems less reasonable to others than to us", for some reason. That requires regular doses of terror as in Brazil during the Kennedy, Johnson years - recall that was the peak period of American liberalism - or today, again revealing the substantial irrelevance of the Cold War.
To take the favourite example, instead of my picking an example, let’s let the Clinton administration pick its example.
Their example is Haiti. They now put that forth right now, as the prime example, I am quoting, of the "immense opportunities of the new world opening before us, as we consolidate the victory of democracy and markets". That is the National Security Advisor Anthony Lake, who is kind of the intellectual of the administration. speaking to the Council on Foreign Relations right after the American troops landed in the restored democracy.
I’ll spare you the shameful history, including one of the prime examples of what is known technically as "Wilsonian idealism" - Wilson’s murderous invasion of Haiti, which killed several thousand people, re-established slavery, established the rule of the National Guard to control the people, while turning the whole country into an American plantation, later into an export platform for assembly plants where workers, mostly women, try to survive on 5-10 cents an hour, working 12 hour days under impossibly miserable conditions. That is also what is called an economic miracle. In fact, during the 1980s, when this was going on, USAID described Haiti as becoming "the Taiwan of the Caribbean".
Meanwhile real wages were dropping 50%. What was let of the agricultural system was being destroyed by the usual development policies, as they are called.
In fact everything was going just fine until 1990, when Washington committed a tactical error. They allowed a free election. The reason was that they were confident, as was everyone, that their own candidate, with enormous resources and so on - their candidate was Mark Bazin, a World Bank official - everybody assumed he would just walk away, win easily and continue with the economic miracle. Well, the problem is nobody was paying attention to what was going on in the hills where the peasants live and the slums of Port-au-Prince and so on. What was going on there was something pretty remarkable. The peasants in the hills and the slum dwellers had created a very vigorous and lively civil society, with grassroots movements and unions and all sorts of other things, and in fact it was powerful enough to sweep into office their own candidate, with an overwhelming majority, just shocking everybody. The standard line these days is that we have to go back to Haiti and teach them democracy, because these backward people don’t understand it. Outside of a real commissar culture, anyone would just crack up with laughter watching this. We could go to Haiti and go up to the hills and learn something about democracy.
The US turned at once to undermining the elected Aristide government in every possible way to correct the error.
Seven months later it was overthrown in a military coup. That set off three years of brutal terror. The Organisation of American States called an embargo. Washington at once undermined the embargo, namely by exempting US firms, saying they were doing this for the benefit of the people in Haiti. The only way to benefit the people of Haiti is to exempt the US firms from the embargo. The New York Times had an article where they described how they were "fine-tuning" the embargo, because of our human rights interests. So they exempted US firms. Trade in the first year of the military regime was not much below the norm. It increased 50% under Clinton, when he took over. The Bush and the Clinton administrations both informed the Texaco Oil Corporation that the US government would allow their illegal shipments of oil. They informed them that the shipments were illegal, but they said they could do it with impunity, because nobody would do anything about it. Oil is of course the major factor in an embargo. So the oil kept flowing happily to the junta and the rich coup supporters.
You could sort of see it but it was not known that it was authorised by the Bush and the Clinton administrations until Sunday, the day before the troops landed. There was a Justice Department leak of an inquiry into the authorisation. It was no secret. I was monitoring the AP wires that day, because it was obvious that something was going to happen in Haiti. That was when Jimmy Carter was there, meeting General Cedras and his "slim attractive wife" - I don’t know if you have read all that stuff. But while this was going on, the Justice Department leaked the story. It was all over the AP wires. It was the main story of the day. It was impossible to miss. They kept repeating it, big story, never been any embargo, never been any sanctions. Both administrations had told the oil companies: you keep shipping oil illegally, we’re not going to do anything about it.
I wrote an article the next day about Haiti, but my article was going to come out in six weeks or so. I wrote it in the past tense, as if everybody knew all this, because it was obviously the big story of the week. I was wrong. It was totally suppressed. On Monday, the day of the invasion, there was nothing. I got interested, so I did a databank search on it.
On Tuesday, the second day, it hit a newspaper: Pratt’s Oilgram, a professional journal of the oil industry, which reported it. On Wednesday, the next day, there were about ten lines somewhere in the Wall Street Journal totally obscure and meaningless, and it started to get into the small newspapers, like Dayton Ohio and things like that where the editors really aren’t all that sophisticated and they don’t quite understand what has to be suppressed. It has yet to make it to the New York Times and the Washington Post after months. Now, that was obviously the biggest story of the week, when the troops were landing. Biggest story of the week, big headline, any free press would have had a story saying: there never was an embargo, there never were sanctions, we’re landing troops for some other reason. We’ll wait a long time for that one.
By then the popular organisations had been pretty well decimated. The threat of democracy was removed. The US forces landed with a great fanfare. The killers and torturers were sent off to lives of luxury, courtesy of the American taxpayer - I guess their «slim, attractive wives» are fine. But Jimmy Carter doesn’t seem to be getting his Nobel Prize - probably pretty upset about that. There was great self-adulation all over the place about how we were bringing democracy and freedom back to Haiti. However, there was much less attention - as far as I can determine flat zero attention - to the only important fact, namely that the United States had provided President Aristide with a very specific economic plan, which is public, you can read it if you can find it. The economic plan - here is the crucial passage of it, it says: "the renovated state must focus on an economic strategy centered on the energy and initiative of Civil Society, especially the private sector, both national and foreign". That means the core of Haitian civil society is US investors and the super rich coup supporters. That is Haitian civil society. They have to get the benefits of any foreign aid that is coming in, not the peasants in the hills and the people living in the miserable slums, who made the mistake of trying to enter the public arena.
Well, Haiti is back on track,10 following the principles of Washington and its defeated candidate, Mark Bazin, and it is well on its way to becoming an economic miracle in the usual sense once again.
All of this has been suppressed with pretty impressive discipline, here too as far as I am aware, in favour of a different story, namely the story that Anthony Lake gave, which I quoted before, which is uniform in the press and the intellectual culture. That makes sense on certain assumptions. It makes sense on the assumption that was perhaps expressed most lucidly by one of my favourite sources of quotes. I think he is there for my benefit in fact, the guy who holds the chair of Eaton Professor of the Science of Government at Harvard, Samuel Huntington. He wrote recently that the United States must maintain its "international primacy" for the benefit of the world, because alone in history its "national identity is defined by a set of universal economic and political values, namely liberty, democracy, markets and equality". Now notice that that is a definition, so the science of government teaches. Since it is true by definition, there is no need to look at annoying facts. You don’t do experiments to find if two plus two equals four, everybody understands that. So you don’t have to look at the facts of history past and present, you don’t have to look at what was happening in Haiti. And since the US by definition stands for equality, you don’t have to look at the fact that as he wrote, the US had reached by far the highest levels of inequality in any industrial society, in fact the highest level since 1929, right before the stock market crash, when the level of inequality was artificially inflated by the stock market bubble which soon broke.
That is where it is now, higher than the rest of the century, by far the highest level in the world, twice that of England. The top one per cent of the population has 40% of the wealth, twice England. All that increased in the ’80s. Take, say, New York, the richest city in the world. Inequality is higher than in Guatemala, and going up. But that doesn’t matter because by definition, we are committed to equality like all other good things, so you don’t have to look at those facts.
Meanwhile there are soaring profits, double digit growth for the Fortune 500, for the last four years. Half the population suffered an absolute decline in wealth, right through the glorious 1980s. Real wages have been declining steadily since 1980, continuing right through the Clinton recovery.
There are consequences, like Oklahoma City.
I’ll come back to that. Take another striking example in "our little region over here" as Secretary of War, Henry Stimpson described the Western Hemisphere in 1945 while explaining that all regional Systems were to be dismantled apart from our own, which were to be extended. Half of US Military aid to the hemisphere now goes to Colombia, increasing under Clinton; the training program for Colombian officers is also the largest in the hemisphere. Colombia is regularly hailed for its "democratic structures2, which, "notwithstanding inevitable flaws, are among the most solid on the continent", and model of «well-established political stability" (John Martz in Current History), a refrain that is constant in the press. Among the "inevitable flaws" are the murder of more than 2000 activists of the one Independent party by the security forces and their paramilitary associates since its founding in the mid-80s, including Presidential candidates, Mayors and others. But that is only a footnote to the most horrendous human rights record in the hemisphere, amply documented by international human rights monitors, the Church, and other independent sources, and virtually ignored in the media. Colombia’s last President, César Gaviria, was a particular US favourite, rammed through as Secretary-General of the OAS in a power play that aroused much resentment. "He has been very forward-looking in building democratic institutions in a Country where it was sometimes dangerous to do so", the US representative of the OAS explained - not inquiring into the reasons for the ‘dangers’, however: for example, the fact that Gaviria presided over a significant escalation of the terror.
The terror continues right now, as we meet. The Bishop and priests of the Diocese of Apartado in the northwest region have just issued a "Communiqué to Public Opinion" about "the moment of terror" in which the people are living, "caused by homicides and disappearances". "The paramilitary groups have mercilessly decimated entire towns," they charge, and "have in recent times deliberately focused their destructive efforts upon the settlements of the banana growing areas", while the authorities, "facing the tragedy of the people", "remain indifferent without opposing the advance of this macabre plan of death and destruction". Their charges are backed by the Major of Apartado, who alleges that the paramilitary groups are "virtually running wild with an escalation of murders and horrible mutilations" while the tens of thousands of military and police watch in silence. As does the world, in particular, the country that provided the arms and training. The Communiqué to Public Opinion will reach a few people in the solidarity groups, but once again, will not find its way through the usual filters, for the usual reasons. It is the wrong story: the responsibility lies in the wrong hands, and the atrocities could readily be stopped if public opinion were altered. If the efforts to expose the use of half of US military aid cannot be entirety ignored, they can be dismissed with yawns and snide remarks about "old stories" and "routine America-bashing". The devices are manifold. and every well trained intellectual knows them.
The current upsurge of military-paramilitary atrocities, and their focus, seems to be a part of the land-grab efforts related to a multibillion dollar development project scheduled for the region. The paramilitaries are closely linked to the landowners, ranchers, and narcotraffickers, one of the most important of whom has recently been selected as supreme commander of the paramilitary units of the Magdalena Medio region, long known for the close co-operation of the military, drug lords, landowners, and paramilitary forces. The agents of this "macabre plan of death and destruction" are the usual ones, and so are the targets: grassroots civic and popular organisations and their leaders, peasants, indigenous people and the Black population. In fact anyone who gets in the way of the plans of the alliance of government drug markets, and "legitimate" economic powers. All of this continues a regular pattern, including the suppression of the facts.
US aid has long been correlated with torture and other atrocities, another fad from which we can learn something about tonight’s topic, if we choose.
In the case of Colombia, nobody pretends that it is the cold war. The pretext there is that it is the war against drugs, which is a total fraud. The military are in bed with the narcotraffickers, the cartels and the landlords. In fact, almost all the military aid goes to parts of the military that aren’t even formally involved in the so-called drug war - nothing to do with it.
The military aid is going to those parts of the military forces and indirectly the paramilitary forces that are involved in counter-insurgency: massacres of peasants, independent political figures, union leaders, religious activists, human rights activists, the usual business. It is a classic pattern, as is the impossibility of seeing what it implies about human rights and the new world opening before us. This is half of US military aid for the hemisphere right now.
Well, another standard pretext for years has been that this consistent record can be attributed to the cold war, so it really doesn’t reflect the real values and goals. That is easily verifiable, as in the example of Haiti from Woodrow Wilson up until today, or Colombia, or Brazil, and on and on. Case by case the claims completely collapse on examination, except in one sense. Targets of US attack did sometimes turn to the Russians for support, just as the Afghans resisting the Russian invasion turned to the Americans for support, for the same reasons. In both types of cases the support was sometimes given, for equally cynical reasons. But apart from that there is no cold war element involved.
However, although the Russians were not involved and the cold war was not involved, communists were. That is correct. But we have to understand what the term means. The term has been explained repeatedly, primarily in internal documents. It is a very free society, so we have a lot of them and we know a lot if we want to. So, for example, back in about the late ’50s, there was a conversation between President Eisenhower and John Foster Dulles about this topic.
Eisenhower had observed kind of ruefully that indigenous communists all over the world can "appeal directly to the masses". That is an appeal that "we have no capacity to duplicate", Dulles added. He also explained the source of this unfair advantage of theirs. He said, "The poor people are the ones they appeal to, and they have always wanted to plunder the rich". That is the same problem that was noted by Winston Churchill and numerous others. The trouble is it is kind of hard to appeal to the masses on the basis of our goals and values, which are that the rich should plunder the poor.
Somehow it doesn’t sell. It is kind of a public relations problem that nobody has really figured out a way to deal with. And it arises constantly.
Eisenhower and Dulles were particularly concerned at that time about Indonesia, where there were no Russians, as Eisenhower vehemently insisted in internal meetings. But there were communists. There was even a political party, the PKI, which "had won widespread support not as a revolutionary party but as an organisation defending the interests of the poor within the existing system". I am quoting from the Australian Indonesian scholar Harold Crouch. who is suitably conservative. Nobody can accuse him of being anywhere but properly conservative. There are recently released US government documents on this. The US embassy reported at that time that the PKI could not be beaten by ordinary democratic means in elections, so it is necessary to proceed to gradual "elimination" of the communists by the police and military. The Joint Chiefs of Staff urged such covert measures as required to suppress pro-communist elements of the parliamentary government. Eisenhower at the time initiated a major effort to overthrow the government by force, or at least strip off the outer islands where the big oil fields were. The scale of that has only recently been discovered and in fact it is still being hidden in the documentary records, which is a little bit unusual.
The State Department publishes every year released documents from 30-40 years ago. They passed this period but they don’t have a hint about it. It has come up from other internal sources. That is part of the general attack on democracy in the last 10 or 15 years. They have stopped releasing documents accurately. It got so bad that the State Department historians, who are a very conservative lot, quit in protest under the Reagan administration and have just written an angry letter again publicly denouncing the Clinton administration for refusing to release documents from this period and the early Kennedy period, which is what is supposed to be coming up. So maybe in the future we will know less than we do today.
Well, this US backed military coup didn’t work and then the United States turned to support for the army, the existing army. They dismantled the political system, the parliamentary system, which was considered a great victory. They did not have to worry about the elections that they were going to lose to this party of the poor, the Communists. That set up a conflict between the US backed army and the PKI. That conflict was finally resolved in 1965, when a military coup took place, vigorously supported by Washington. That led to the slaughter of maybe half a million people, mostly landless peasants, in four months. It wiped out the communist party. The New York Times described it as a "staggering mass slaughter" with much pleasure. I should say, they shared in the extraordinary euphoria that swept the whole West as people were exulting over a massacre that the CIA at the time compared to the exploits of Stalin and Hitler. This really has to be read to be believed. If you really want to learn something about Western civilisation, I would urge looking at that. It still goes on, The London Economist recently described the guy who presided over the slaughter and 20 years of terror since "as at heart benign"- probably thinking of his attitude to foreign investors, which was indeed benign. As I say this tells you a lot about Western civilisation and our elite culture and our goals and values, if you want to learn. I have reviewed the American record in a recent book, just the press, it is unbelievable, or maybe not. Anyway, the example is a typical one and rather striking illustration of the operative goals and values and also of the actual relevance of the cold war which was zero in that case - and of the meaning of the term ‘Communist’ and the attitude toward democracy.
Remember that the Brazilian coup overthrowing the parliamentary regime occurred at just the same time.
The basic problem, which is persistent, also happens to underlie the founding of the American Republic. I have to recall that the United States was then and still is in many non-trivial respects the most free and democratic society in the world. If you go back to the debates on the federal constitution, the debates in 1787, James Madison, the leading framer of the constitution, observed that in England "if elections were open to all classes of people, the property of landed proprietors would be insecure. An agrarian law would soon take place" and to ward off such injustice he said: "our government ought to ensure the permanent interests of the country against innovation", establishing various devices, so "as to protect the minority of the opulent against the majority". That is the first principle of government, he stressed "to protect the minority of the opulent against the majority", to prevent these communists from "plundering the rich". There was no one to call communists in those days, but it is the same point.
Well, that indeed has been the guiding principle at home and abroad, to protect the minority of the opulent against the majority». It inspired the efforts to instil "the New Spirit of the Age" a century and a half ago and very dramatically since, including now.
The methods differ from place to place and time to time, as contingencies change. They are different where there are very few impediments, so the operative goals and values are revealed with particular clarity, places like Brazil and Guatemala, Indonesia, Haiti, Colombia and so on through quite an impressive record of atrocities, ranging from torture and extermination to mass starvation and disease. At home the methods have necessarily been somewhat different. There is plenty of violence, labor history in the US has no parallel in the industrial world. That evoked constant astonishment, even in the right wing British press, right through the early part of this century. In the 1930s, American workers finally won the standard labor rights that had been achieved elsewhere decades earlier. That caused complete horror in the business community. They had assumed, as they do now, that this cancer had been excised by Woodrow Wilson’s Red Scare, another exercise of Wilsonian idealism, and other methods which seemed to have suppressed the labor movement completely and put the country under business control. Then they got out of hand again in the ’30s and won labor rights.
The business world immediately launched a campaign to undermine what they called "the rising political power of the masses", which is "the greatest hazard facing industrialists". In fact, the post-war period has been marked by an enormous propaganda campaign to undermine unions, to contain and to roll back labor rights and the whole array of human rights that had been won in a century of often bitter struggle. The scale of this is really remarkable, it is only just being discovered and it is important to discuss - I wish I had time for it, quite interesting. All of this is accelerating dramatically now.
Well, the basic policy goal, since James Madison until today, is to undermine the more democratic aspects of government. Right now that means to increase the power of the executive, of the courts, the security apparatus and the whole system that funnels public funds to advanced sectors of industry, basically the Pentagon, and also to transfer decision making as far as possible out of government altogether and into the hands of private tyrannies, which are unaccountable, unregulated, totalitarian in their internal structure, international in scale. They were given the rights they now have early in this century. It is not graven in stone. These are recent forms of totalitarianism, and they are crucially free from the threat of popular participation that is kind of a lingering danger in parliamentary systems.
After four years of double digit growth and reduction of wages and benefits, the Fortune 500 now control about two-thirds of Gross Domestic Product. In May the annual issue of the Fortune 500 came out absolutely exulting over these stupendous results. So they now control about two-thirds of Gross Domestic Product, that is more than the total Gross Domestic Product of Germany and the UK. They also control a huge part of the world economy, that is a degree of concentration of power in the hands of totalitarian institutions which I don’t think has any counterpart. They are running a system of "corporate mercantilism", as some economists call it, linked to state power. It is not even a caricature of a free market, and is increasingly immune to the threat of democracy. It is therefore in a good position to carry out the policies that are now called "tough love". "Tough love" is the term for cutting out support systems and any assistance for the poor, on the basis of a principle that goes back to David Ricardo, who explained that you only harm the poor by helping them. The real way to help them is with "tough love," take away everything. There is an argument that those of you who are studying economics know how to fill in that leads to that confusion The term actually isn’t bad, "tough love", if you understand it properly. What it means is love for the rich and tough for everybody else. That is exactly what it is.
In the past 20 years there have been big changes in the world order. The big change started about 25 years ago, for a lot of good reasons. There has been a growing assault on democratic institutions, on human rights. It escalated considerably as conditions have allowed social policy to be designed to eliminate support systems for families and children. So, for example in The United States the main welfare system for mothers and children which goes back to the New Deal is Aid for Families with Dependent Children. That has been cut about 50% since 1975. Talk about welfare dependency is total nonsense. Support systems have been cut way back and the effect has been, in fact, family disintegration and so on, just as you would expect. Pretty much the same is true in England. Support systems have been cut back and meanwhile wages and benefits have been dropping. The state-corporate alliance have been undermining and have virtually destroyed unions.
They are also increasing the transfer of public funds to the rich by the familiar methods. There are two: one is regressive fiscal measures: so for example the sharp cutback in capital gains taxes. Current plans are to cut back capital gains taxes to zero, and you have to bear in mind that for the top one per cent of the population, 50% of income is capital gains, so that is radically regressive. It means for the top one per cent, half your income is not taken at all. That is only one example, there are a hundred others.
The other means, aside from regressive fiscal measures, is outright subsidy. The main one is never talked about at all.
The main subsidy is the Pentagon system. It was designed that way. It was designed consciously in the late 1940s to be a way of transferring public funds to the rich, to advanced industry.
If you want to understand how it works, just take a look at cases, say Newt Gingrich, The Speaker of the House, who is described as the leading spokesman for individual entrepreneurial values, the independent business man, hatred of the nanny state, and so on. Newt Gingrich represents Cobb County, Georgia, a very wealthy county outside of Atlanta, which he describes as "a Norman Rockwell world of jet planes and fibre optics", which it is indeed. It also happens to get more federal subsidies than any other suburban county in the country with the exception of Arlington, Virginia, which is part of Washington, where the Pentagon is and so on, and Brevard County, Florida, where the Kennedy Space Center is, another one of those scams to get poor people to fund rich people, through man on the moon extravaganzas and things like that.
Cobb County is the corporate headquarters of the Lockheed Martin Corporation. It used to be the Lockheed Corporation, but the Clinton administration thought it would be a good idea to merge the two. And to pay them for the indignity of being merged, the taxpayer gave them over a billion dollars, plus another $33 million to the top executives, including 8 million to the Chief Executive Officer last year. Lockheed Martin is now getting a $77 billion programme to build F22s. We need F22s, the new advanced fighter planes. They explain why. They explain that it’s a "dangerous world" with a lot of people out there who have advanced weapons, like advanced aircraft and we therefore need a more advanced aircraft to defend ourselves. A small question, where are they getting the advanced aircraft? From Lockheed, it turns out. Lockheed say so, they don’t hide it. They warn the public that Lockheed is selling F16s, the current state of the art planes, to all sorts of third world dictators and other unreliable folk. "What if a friend or ally turns against us" and threatens us with the sophisticated weapons we are sending them? To fend off that threat, the taxpayer has to cough up another $77 billion to develop F22s to defend ourselves in this dangerous world. In the small print it is pointed out that this is "dual use technology", which means it goes straight off into corporate profits.
That is Newt Gingrich standing up for individual entrepreneurship. That is exactly why Cobb County is very rich. That is where its money comes from, in fact, that is why Atlanta is rich. The jet planes and fibre optics in this Norman Rockwell world are paid for by the public.
Just to see how precisely the thing works, you might look at the Congressional debates that have been going on. You may recall there was a Congressional debate about cutting roughly $7 billion for aid for lunches for poor children in schools. It was cut. Right in the middle of that debate there was an amendment proposed by Democrat David Obey to restore the $7 billion by delaying the deployment of F22s for five years. Not stopping it, just delaying it. Well, the spokesman for individual entrepreneurship made sure that that one did not even come to a vote, it was so ridiculous.
Things like that tell you very clearly what is going on. The Pentagon system was established for this reason, in large measure. Incidentally for years we needed to have a Pentagon because we had to defend ourselves from the Russians.
It’s hard to sell that one now. in March 1990, right after the fall of the Berlin wall, a new defense posture statement came out from the White House. It was the same as the old ones. We still need a huge Pentagon, the military industry must be maintained and so on, but now it was because of "the growing technological sophistication of third world powers" - that is why we need it. And in fact the Pentagon says that we have got to make sure they have it, we have to be the leading arms supplier in the world, selling them advanced F16s.
All of this goes by without anybody noticing, or at least pretending not to notice it. People talk about defense and the free world, and these impressive things. The Heritage Foundation, the right wing foundation that sort of does the thinking for the Gingrich army, they just came out with their budget proposals, which are to cut everything that might help anybody, but to increase the military budget. Yes, because that goes into the pockets of the conservatives of Cobb County so they can rail against the nanny state. They understand that.
Well, all of this has pretty complicated effects on the public, especially because of the lack of any coherent discussion of it. These are not trivialities, these are not subtle points, they are major facts about the modern era, but almost nobody knows about them. The effects are quite complex. Remarkably, (it surprises me), the basic social democratic attitudes that people had at the end of the Second World War, like most of the world, remain pretty much intact. If you look at polls, people still believe about what they did. So there is a lot of talk about how everybody wants a balanced budget, so we just have to balance the budget. If you look at the actual data that is below those headlines, it is a little different.
If you ask people: do you want a balanced budget? people say "sure". I would say so too, «sure why not, I’d rather have a balanced budget». If you ask people: would you like to have a balanced budget if it involves cuts in education, 22% say yes; if it involves cuts in health, 25% say yes; and so on across the board. In fact, people are overwhelmingly opposed to a balanced budget, as they are opposed by large majorities to just about every element of what is being rammed through Congress.
People want more spending for education, for health; more people think that the government has a responsibility to help the poor than in the 1960s, when the Great Society measures were introduced. But that doesn’t matter, the public is irrelevant So one thing that is happening is that the public attitudes remain about the same, but on the other hand people are completely confused. What you find over the county is something pretty amazing, I suspect you have to go back to Europe after the Black Death to find something similar. I am not joking, as a form of dissolution of a society. There is fear and anger, hostility and cynicism. Religious fanaticism is probably beyond anywhere in the world, I expect it is higher than in Iran. There is a tremendous proliferation of cults, which range to anything you can imagine. There is Beast 666 and the Illuminati and Lucifer, the Federal Reserve and the Trilateral Commission, secret teams that have assassinated JFK and that stole the state, extra-terrestrials and UN troops who are being brought in black helicopters by the federal government to commit genocide against the population. That is why people are going into the hills with rifles. They believe these things. If I make fun of them in a talk, I get letters from people with actual pictures of the black helicopters that they took. So they saw those extra-terrestrials coming. There is just about anything you can think of. There is nothing crazy enough that there is not a big cult about it.
One striking feature of all this is what is called the mood of anti-politics, which is real. There is a Gallup poll taken every year, in which people are asked who do they think runs the government. For years about 50% said "a few big interests looking out for themselves". This year, 1994, that went up to 82%. 82% of the population (they changed the wording slightly) said the government is run for the benefits of the few and the special interests and not for the people.
83% think that the economic system is "inherently unfair", The majority want both political parties disbanded. This mood is fertile ground for demagogues and fiercely anti-democratic elements, like the Gingrich army in fact, who took over Congress, not with any landslide. They barely had 52% of the vote, a slight change from two years before. That is with under 40% of the electorate participating. The non-voters, many poor people, have voting profiles pretty much like the democrats. Of the actual voters, in exit polls, one out of six expressed any interest at all in the alleged issues. Even after four or five months of intensive propaganda under 40% of the population has ever heard of Gingrich’s Contract with America. That is about the same as the number of people who say they are spending most or all of their time watching the O J Simpson trial. Very few of these people, virtually none of them, read Fortune magazine, or Business Week, where they could learn about what they call the "dazzling" increase in profits with stagnant sales growth and labor costs dropping in what is called "a more flexible labor market", untroubled by such "rigidities" as contracts and benefits and unions and job security. It is the same here. I just read in the London Times the other day that under half of British workers now have contracts. In the US it is worse.
This is supposed to be good, incidentally. You are supposed to have flexible labor markets. Any economist can explain it to you. It is good for the health of the economy if people don’t know when they go to sleep at night, whether they are going to have a job the not day. You can prove it. There is a theorem. So that is all good.
Since nobody believes in the free market, except for someone else, plenty of public funds are pouring into the pockets of folks in Cobb County and others like them, so that they can rail against the nanny state with great pleasure.
The fact of the matter is that the country is absolutely awash in capital, super rich. This business about the «lean and mean» times is pure propaganda, directed to the people who are getting the tough part of the tough love, that is maybe three-quarters of the population, since about the 1980s.
In this kind of context, Oklahoma City becomes quite understandable. Also understandable is the considerable groundswell of support for the paramilitary groups, even after the bombing, Before going on I should say there is something extraordinarily racist about the way this bombing is described, both in the US and in England and everywhere else as far as I know. The big headlines after Oklahoma City, were, Big Tragedy, Oklahoma City Starting to Look like Beirut, mid-America starting to look like Beirut. Really bad. Everybody is talking about how we have to bomb the Middle East and so on. True, Oklahoma City looked like Beirut. Of course Beirut has looked like Beirut for quite a long time, something that didn’t occur to anyone apparently. In particular, since we like anniversaries so much, Beirut looked like Beirut exactly 10 years before the Oklahoma City bombing when the biggest car bomb in history went off right outside a mosque, timed to kill the maximum number of people, when they were coming out of the mosque. It killed 50 people, wounded 260 or so, mostly women and children. Infants were torn to shreds in their beds. The whole story. It’s Oklahoma City. Well, we know who did that one. It is pretty easy to bomb them, since we like to bomb people. It was done by the CIA with the help of British intelligence. You can’t bomb the guy who ran it, he happened to have died, William Casey. But there are still a couple of other people around you can bomb. I suppose the US air force has the capacity to bomb California and Texas and Washington, maybe a couple left for London. Interestingly, this whole story never was mentioned. The fact that Oklahoma City looked exactly like Beirut just 10 years before when the US set off the biggest car bomb, an atrocity virtually identical to Oklahoma City, that is totally censored out. It is not a secret. The 1985 bombing was reported in the Washington Post and places like that. It was specifically brought to the attention of plenty of reporters. I know that because I did it myself. But the analogy is unthinkable. You cannot think that you cannot see it and the reason is pretty obvious. There is no comparison. Those were just dirty Arabs. It is OK if Beirut looks like Beirut and we make it look like Beirut, but Oklahoma City should not look like that. That is the point. And that attitude is so deeply ingrained that people don’t see it. That tells you something else about Western civilisation and the prospects for the future.
Going back to Oklahoma City. The bombing turned out not to be traceable to the Middle East, so people like A. M. Rosenfeld, former Chief Editor of the New York Times and now a regular columnist, were kind of disappointed. They didn’t get chance to bomb Libya or something amusing like that. It turned out to be homegrown. Assuming the FBI is correct now, it is what they call angry white males. Now those people, like Timothy McVeigh, are mostly high school graduates, about 75% of the workforce. These are people whose income has declined over 20% since 1950. They were only joined by college graduates in 1987, since then college graduate wages have been going down. Not everybody’s wages are going down. CEOs, their wages increased 60% during this period. This is the highest in the world except for one, the UK, where CEO wages went up 123% during this period, while wages went down. Although England has not yet caught up with the US in the gap in the relative wages of CEOs and working people. You have to work a little harder on this to catch up. United States are the highest in the world, but England is trying. General wages went down about 10% during this period.
People like Timothy McVeigh, this is a sector of the population that has a certain picture of the way life is supposed to be: I am supposed to go to work, I have a decent job, I bring home the money, my wife stays home and takes care of the kids, the kids listen to me, I am a role model, we buy a station wagon and go out and camp, and stuff like that.
Nothing like that has happened. He can’t get a job. Wife’s got to go to work. They both have to work 50 hours a week.
He can’t take care of the kids because there are no support systems, no daycare, hopelessly expensive. The children are left alone, they watch TV for supervision, with the obvious effects: substance abuse, violence by children and against children, and so on. It is all pretty well documented, there has been a good UNICEF report about it, which is never mentioned.
All of this has been carried out under the guise of family values. That is what is particularly impressive. The guys who are carrying it out are standing up for family values while carrying out a war against children and families, and they get away with it. In a well disciplined society you can get away with it. That is true of England and the United States, but not the rest of the industrial world People like Timothy McVeigh, the guy who is charged with putting the bomb there, they are exactly the kind of people who 60 years ago would have been building the CIO. They had something constructive to do then. Now they don’t know what is going on. They don’t know about the profits of the Fortune 500, but they do know about the bad government and the extra-terrestrials and Lucifer and the other really serious threats. So why not bomb the federal building to protect themselves?
That is not a justification, but it is an explanation. There is no building of the do now because the unions have been pretty much destroyed with the co-operation of the criminal state. That is going on right now, incidentally. with the help of Britain I should say. There is a big lockout in Decatur Illinois by a subsidiary of Tate and Lyle, which is participating in the destruction of one of the last industrial unions. Another participant is Caterpillar Corporation, which incited a strike by unfair labor practices, because they want it. They wanted to destroy the United Auto Workers. It is easy for them. They have explained to the business press their strategy. They have used their enormous profits to build up excess capacity in places like Brazil, Asia and so on, so they can supply their markets from foreign producers. Eastern Europe is also now available too, they can use that, Therefore they can undercut what the business press call the "pampered Western European workers" with their "luxurious lifestyles" and destroy the unions, That is happening. Caterpillar profits went up 46% last year: they just declared a 40% increase in dividends. There are huge profits. Meanwhile they are destroying the last remnants of the labor movement and creating people like Timothy McVeigh, people who some years from now are going to be doing similar things.
What is going on is really a very deliberate effort to turn the US and England, and dragging along with them the rest of the industrial world, into societies of a third world structure, with a small sector of wealthy, a big mass of poor maybe miserable people, and a growing superfluous population that they have to do something about. In the third world you send out the death squads and you do some cleansing and so on. That is the way it is done in Colombia or Brazil. Here in the West it is different. The counterpart in a rich society is to coop people up in urban slums which increasingly resemble concentration camps. Another technique now is what they call the war against crime. Crime has not increased for about 20 years, but the prison population has tripled through the eighties and is now shooting up, Here are some population figures: from 1930 to the mid-70s the rate of incarceration was about 100 per 100,000 which is roughly like England. In 1980 it had reached 139 per 100,000; 1986 210: 1994 it is up to 373 and going up. In comparison in Japan it is 47; Netherlands 40 and so on. In the Reagan years, the US gained the world record. But Russia has caught up again, now that they have absorbed Western values, so they are around the same level. In the industrial world the United States is unique. In fact, apart from Russia, it has the highest rate of incarceration in the world, which is going up, without an increase in crime.
The mechanism for this is mainly the drug war. The drug war has little to do with drugs. It is a class war, very explicit class war. About half the people arrested last year who went to federal prisons were for what are called drug crimes; about two-thirds for possession, about a third of them marijuana. Poor kid in the ghetto, find him with a joint. If you look at the laws you can see exactly what is going on. There are two kinds of cocaine. There is crack, which is the drug of choice in the ghetto, and there is powder cocaine, which is for the rich executives when they come home to the suburbs.
They are the same in effects, but the criminal penalties are in a ratio of 100:1 all across the board for crack and powder cocaine. Furthermore the rich are of course rarely charged.
The civil rights system is under attack. Congress actually repealed the Fourth Amendment not long ago, and they may get away with it. That is the exclusionary rule that blocks illegal search and seizure. The death penalty is going up.
Appeals are being eliminated for the death penalty. You have to bear in mind that in the last 20 years about 50 people have been killed by the death penalty who turned out to be innocent, according to Senator Feingold. The death penalty is allowed for use against children. The United States is the only country outside of Iraq and Iran, and maybe Saudi Arabia and a few others like them, that officially allows children to be subjected to the death penalty. The United States just signed the International Convention for the Rights of Children. It was the 177th country to sign it. Usually the US does not sign any international conventions, but it did sign this one. That outlaws the use of the death penalty against children, but it does not matter, because the US, on the rare occasions when it signs an international convention, does it in a way which makes it what is called "non-self-executing", which means it does not apply unless enabling legislation is passed, which of course it never is.
Another target is future generations. Society has got to be in the hands of private tyrannies, which don’t care about the future. They are interested in Gaining Wealth, Forgetting all but Self. Someone else will worry about the day after tomorrow. The elimination of the regulatory apparatus, which is astonishing when you look at it, took place at exactly the same time as an announcement by the Commerce Department that they were closing the richest fishing area in the world: George’s Bank, right off New England, off Cape Cod. It had to be closed because during the 80s the Reagan administration had deregulated the fishing industry and subsidised it. It is like the S&L's [Savings and Loan Institutions].
When you do that something happens, namely they wipe out the fishing grounds. They have wiped out the ground fish, so we have to close the richest fishing area in the world. Cape Cod is now importing cod from Norway, which is like Australia getting kangaroos from Central Africa Right in the middle of this, they dismantled the regulatory apparatus: that is on one page, this is on a different page.
Remember these guys are conservatives. Massachusetts has a conservative governor, so as soon as they closed down the fishing grounds, he immediately went to Washington, hat in hand, saying: look taxpayer, bail us out. The excuse is that this had nothing to do with deregulation, it was a natural disaster. The federal government should declare a natural disaster, so federal funds pour into New England. Why was it a natural disaster? He explained that some new kind of predatory fish had come. It is so far invisible but we know it is there and it had eaten up all the ground fish. I am not joking that is the way it is reported. It sounds like a joke but it isn’t and it isn’t funny either.
This tells you exactly what free markets are all about. It is just like the S&Ls, just like the Goldman Sachs bail out after the Mexico collapse, just like the Chrysler Corporation. In fact, it is like the whole history of industrial development back to England in the 18th century. Free markets are great for you, but we get state subsidy and protection. If anything goes wrong you come in and take care of it. We are the "opulent minority" which has to be protected.
There is little exception to this but it doesn’t matter much because nobody knows, unless they undertake a research project.
Well, in my view this is a pretty ominous prospect. We are not talking about Algeria, or the Sudan. What happens in the United States is going to have a big effect on the world. In fact the prospects are so ominous that by now the corporate world is ambivalent about it. The business magazines are full of this. There is no time to talk about it, but the big corporations, their mood is rather reminiscent of Hitler Germany in the late '30s. They had mobilised this army of Nazis to destroy the unions and kill the socialists and communists, increase profits and so on, that was all great. But then it turned out that these guys had their own ideas, which the rich and powerful they didn’t like very much, but it was too late. Pretty much the same happened in Iran round 1980, when the merchants in the bazaar mobilised their popular troops to overthrow the Shah, but then it turned out that the troops had a different idea and they ended up with Khomeini, which they didn’t want. That is what the business press is worried about now. They have some reason for it.
All of this fanaticism and hysteria. It has a streak of anti-corporate populism in it. They are very concerned about what is going to happen. They love the huge profits, they love the deregulation, destruction of the unions, the killing of children, all that stuff is fine, but the trouble is, what else do these guys have in mind? The CEOs are what are called "liberals". They are militantly pro-abortion. They want opportunities for their daughters. They don’t want their kids to be forced to pray in school, or to be forced to study «creation science». They don’t want them to learn about lucifer and extra-terrestrials taking over the country. They don’t like guys running around with assault rifles. They don’t want that society. They had something else in mind. Of course, they don’t want the populist attack on corporate welfare, which is just about beginning and worries them. So they are kind of afraid of the troops they have mobilised. It is very visible in the business press.
These historical analogies, we probably don’t want to take too seriously, but it would also be a serious error in my opinion to find security in the certainties that are expounded in the science of government and to refuse to look at what is going on in the real world.
Well, last comment I was asked to talk about some specific questions. I haven’t said anything about them yet, but I’ll try to answer them briefly, because the answers fall out almost automatically when you think through what is going on, of which I have given a small sample. First question is: what about the problem of aid conditionality in human rights, conditioning aid on human rights. In my opinion you can’t raise that question seriously in a world in which half of the US military aid for the hemisphere is going to Colombia, the hemisphere’s biggest human rights violator. That is part of a very consistent pattern. When that is the real world, you can’t seriously raise questions about aid conditionality. Rather, there are different questions. Congress has just called for sharp reduction in aid to poor countries - they are leaving the aid to the rich countries. They have also called for a one-third cut in Congressional aid to UNICEF. That was timed very nicely.
It was announced the same day as the announcement of the UNICEF report, the annual UNICEF report, with an American director I should say, that 13 million children are dying every year from easily preventable diseases, because the rich countries refuse pennies of aid. That was the same day as the decision to cut the aid for UNICEF, but it is no matter because it is unreported. At least by the time I had left the country a couple of days ago, none of this had made it to the national press yet. In those conditions, you really can’t talk seriously about the problem of aid conditionality in human rights. We have a lot of ground to recover before we get to that question.
Second question is how could we move towards a constructive, non-imperialist model for international protection of human rights? Actually a very simple, and in my view correct answer to that was given in a carefully documented and reasoned article, a long study in the Inter-American Law Review by a University of Miami law professor. It is a study of US policy and human rights in the Western hemisphere. He concludes, in my view correctly, that a US commitment to promoting democracy and human rights in the Americas is unlikely to be forthcoming without greater democracy within the United States itself. I think that is an understatement, but the point is correct. Democracy at home does not guarantee decency either at home or abroad, but it is a prerequisite for it, and on that front, there is, to put it mildly a great deal to do.

Se vogliamo analizzare il tema dei diritti umani nel "mondo di oggi e domani", l’argomento annunciato, se vogliamo discuterne in modo serio, dobbiamo ovviamente iniziare focalizzando l’attenzione sui principali attori della scena mondiale, sul loro operato, su valori e finalità che li guidano; e questi ultimi di sicuro non li determineremo basandoci sulle parole, che costano poco, ma analizzando la loro pratica reale.
Di conseguenza, focalizziamo in primo luogo l’attenzione sul potere mondiale dominante e, al suo interno, sui "principali architetti della politica". Prendo in prestito una frase di Adam Smith che si riferisce ai "mercanti e manifatturieri" dell’Inghilterra del suo tempo, che manovravano il potere statale; evidenziava come si assicurassero che i loro interessi fossero "quelli da curare con maggior peculiarità" per quanto di "gravoso" impatto per gli altri, inclusi gli abitanti stessi dell’Inghilterra. Questo è un assioma e rimane vero. Questo concetto è stato ripreso e fatto proprio in questo secolo dal principale filosofo statunitense, John Dewey.
Parafrasando l’assioma, egli afferma che "la politica è l’ombra del grande business sulla società" e che vi sono solo limitate possibilità di far avanzare diritti umani, libertà o democrazia se prestiamo attenzione solo all’ombra e rifiutiamo di guardare alla sostanza: ancora un assioma.
Aderirò quindi all’assioma e, per logica, focalizzerò anche l’attenzione sulla nazione più potente e dominante del mondo, senza per questo voler affermare che le altre siano in qualche modo diverse; sono solo meno indipendenti ed influenti, quindi meno distruttive. Perciò, comincerò esaminando il potere che cinquant’anni fa "si assunse, al di fuori del proprio interesse, la responsabilità del benessere del sistema capitalistico mondiale". Sto citando il noto storico e diplomatico Gerald Haines che, per caso, è stato anche il più vecchio storico della Cia, in una sua monografia tenuta in grande considerazione, sul modo in cui gli Usa assunsero il controllo del Brasile nel 1945. Fu infatti in quegli anni che gli Stati Uniti diventarono abbastanza potenti da eliminare i loro principali nemici, Francia e Gran Bretagna, dall’emisfero occidentale ed assumere il controllo del "colosso del Sud", come il paese fu chiamato grazie alla ricchezza di materie prime e potenziali capacità. Così, gli Stati Uniti assunsero il controllo del colosso del Sud e, citando ancora Haines, lo trasformarono in "un’area di sperimentazione dei moderni metodi scientifici di sviluppo industriale". Si può imparare parecchio a proposito dell'argomento di questa sera, osservando i risultati ottenuti in mezzo secolo di tutela statunitense in questa zona ottimale di sperimentazione. Non v'è un esempio migliore: risorse enormi, potenziale tremendo, nessuna interferenza, insomma proprio una situazione perfetta per vedere come funziona una zona di sperimentazione. Vi furono dei successi. Uno dei più drammatici fu la creazione del primo stato di polizia neo-nazista nell'emisfero, all'inizio degli anni 60. È un grande paese, per cui si ebbe un veloce effetto domino. Il fine era respingere la minaccia della democrazia parlamentare, che cominciava a sfuggire ad ogni controllo. Lo si considerò un gran risultato, tanto che fu descritto dall’ambasciatore di Kennedy, Lincoln Gordon, come "la sola vittoria davvero decisiva per la libertà nella metà del XX secolo". Veramente importante. Poi, diventò il rettore di una grande università.
Il regime ed il terrore che s'instaurarono nel paese furono accolti con favore non solo dai liberal-democratici, ma in particolare dal mondo degli affari, che fu stupito da quello che venne chiamato "il miracolo economico" che ne conseguì. Il Brasile fu descritto, dal Business Latin American (il principale giornale finanziario dell’America Latina), come il "tesoro latinoamericano della comunità degli affari". Nel 1989 Haines ne descrisse il risultato come "la storia di un reale successo statunitense". "La politica brasiliana degli Stati Uniti ebbe grande successo" provocando "una crescita economica impressionante, basata solidamente sul capitalismo. Questa è un’ottima testimonianza a favore delle nostre finalità e dei nostri valori, ma anche un ottimo indicatore di ciò che può verificarsi in condizioni quasi ottimali, senza fattori d’interferenza come la Guerra fredda, che oscurino i nostri valori guida." Non si può certo dire che vi fosse la presenza dei russi.
Il successo è reale: gli investitori statunitensi ed una ristretta élite realizzaroro enormi guadagni: era questo il significato del miracolo economico nel senso tecnico della parola, un po’ come quello che è avvenuto in Messico in questi ultimi anni. Il miracolo economico messicano s'è verificato in un periodo recente che arriva fino a dicembre 1994. Nel 1987 v’era un miliardario, nel 1994 erano ventiquattro, tutti grandi amici del presidente che trassero vantaggio dalla cosiddetta "privatizzazione" (termine che in pratica significa cedere le risorse pubbliche ai tuoi amici ricchi ed alla tua famiglia). Dal 1993 al 1994 i prezzi salirono alle stelle. Il numero dei miliardari passò da tredici a ventiquattro, con un aumento parallelo al tasso di povertà. Con il consenso del governo messicano, la percentuale di popolazione che viveva in estrema povertà aumentò dal 13% al 24% dal 1990 al 1994. I salari della popolazione calarono del 50%, durante il miracolo economico. La fame aumentò, la miseria pure, come anche i miliardari. Fu impressionante: un vero miracolo economico. Naturalmente, anche i profitti degli investitori occidentali salirono alle stelle. Questa era la situazione fino al 19 dicembre, poi accadde qualcosa. Quello che avvenne, poteva essere previsto in anticipo da chiunque, eccetto dagli economisti della Banca mondiale che, sembra, furono o finsero d’essere sorpresi.
Tornando al Brasile nel suo periodo di miracolo economico nel 1970, anno in cui scrisse Haines, i numeri erano veramente buoni. Il tasso di crescita era circa il doppio di quello del tanto lodato Cile sotto Pinochet ed i suoi successori. Il Brasile, ora massimo pupillo, subì un collasso come il Messico e, automaticamente, da trionfo del capitalismo diventò esempio dei demoni dello statalismo, se non del marxismo. È un mutamento di giudizio che si verifica quasi in modo obbligato nella cultura intellettuale, adattandosi a ciò che richiedono le circostanze.
Al culmine del miracolo, circa l’80% della popolazione viveva in estrema miseria, una fra le condizioni peggiori nel mondo. Non v’è dubbio che avrà guardato all’Europa Orientale di quegli stessi anni come ad un vero paradiso. È un fatto che ci dà alcune ovvie lezioni che, però, non sono state sottolineate a sufficienza, poiché sono lezioni sbagliate. La politica di aiuti e finanziamenti da parte degli Stati Uniti durante il periodo di peggior terrore e torture ci dà anche alcune belle lezioni, come fa la storia stessa: mentre gli altri Stati sovrani s'indebolirono, cinque regimi assassini neo-nazisti furono ben consolidati da un capo all’altro dell’emisfero, sempre con enorme sostegno finanziario ed aiuto da parte degli Stati Uniti. All’epoca, anche i russi furono coinvolti, diventando i principali partner commerciali dei generali dell’Argentina neo-nazista ed in genere facendo felicemente ed ovunque lega con i peggiori killer e torturatori: erano i nuovi manager di democratizzazione e libertà per la regione.
Questa "storia di successi" per gli investitori stranieri ed una piccola élite, parte minima della popolazione complessiva, riflette i valori guida dei suoi tutori e progettisti. Esattamente come ai tempi di Adam Smith, non importa quanto sia "gravoso" l’impatto sulle classi sociali più basse. Le implicazioni per il futuro sono ovvie, soprattutto quando scopriamo che non v’è nulla d'inusuale a questo proposito, anzi si tratta proprio, quasi senza eccezioni (forse, del tutto senza eccezioni), di una routine. È attraverso questa strada che finalità e valori guidano la politica mondiale ed anche quella interna, fatto quest’ultimo alquanto importante. Ritornerò su questo argomento.
Questi valori fondamentali furono riconosciuti con estrema chiarezza circa trecentocinquanta anni fa dalla vitalissima ed indipendente classe operaia delle città industriali degli Stati Uniti (da un paio di miglia da casa mia), centro della rivoluzione industriale statunitense, che capita fosse stata raggiunta, com'è sempre stato senza variazioni, grazie alla violazione radicale della legge del mercato, facendone pagare il prezzo ai poveri. Le operaie ed i meccanici (così erano stati chiamati) di Lowell Lawrence, sulla loro stampa deploravano quello che definivano lo Spirito della nuova epoca, cioè il profitto in nome del proprio esclusivo interesse personale, dottrina che vedevano come degradante e depravata, che condannarono aspramente ed a cui resistettero, come in realtà avevano fatto per oltre due secoli con sforzo intenso per instillare lo Spirito della nuova epoca.
Gli sforzi per istituire lo Spirito della nuova epoca, raggiunsero livelli straordinari negli ultimi due decenni. Questa è probabilmente la caratteristica più importante dell’era moderna. Ritornerò su questo.
"Le masse", come essi vengono comunemente chiamate sulla stampa commerciale e nei documenti interni governativi, pongono continui problemi, sia all’esterno che all’interno. All’esterno pongono il problema che fu evidenziato da Winston Churchill nel 1914, quando ricordò ai suoi colleghi di governo che "abbiamo ottenuto tutto il territorio che volevamo, ma la nostra richiesta di lasciarci indisturbati nel godimento dei vasti e splendidi possedimenti acquisiti principalmente con la violenza, mantenuto con largo uso della forza, spesso sembra meno ragionevole agli altri che a noi", per qualche motivo. Ciò richiede dosi regolari di terrore, come in Brasile durante gli anni di Kennedy e Johnson, che fu chiamato il periodo di punta del liberalismo statunitense, o come ai giorni nostri, rivelando ancora una volta la sostanziale irrilevanza della Guerra fredda. Quale esempio migliore, invece di prenderne uno mio, lasciamo che sia la stessa amministrazione Clinton a scegliere il proprio.
Il loro esempio è Haiti. Attualmente lo sbandierano come il primo esempio "delle immense opportunità del nuovo mondo che s'aprono davanti a noi, siccome consolidiamo la vittoria di democrazia e legge del mercato". Sto citando Anthony Lake, consigliere per la Sicurezza nazionale, un tipico intellettuale dell’amministrazione, mentre parla al Consiglio delle relazioni con l’estero, subito dopo lo sbarco delle truppe statunitensi nella democrazia restaurata.
Vi risparmierò la storia infame che comprende uno dei primi esempi di quello che è tecnicamente noto come "Idealismo wilsoniano": l’invasione omicida di Haiti da parte di Wilson ammazzò parecchie migliaia di persone, ristabilì la schiavitù, definì il ruolo della Guardia Nazionale nel controllo della popolazione, trasformando al contempo l’intero paese in una piantagione statunitense, più tardi in una piattaforma per l’esportazione di manufatti prodotti con catene di montaggio, dove i lavoratori, per lo più donne, cercano di sopravvivere con un salario di 5-10 centesimi l’ora, lavorando dodici ore in condizioni impossibili e miserabili. Questo è ciò che viene anche chiamato miracolo economico. Infatti, durante gli anni Ottanta, quando questo continuava, Usaid descriveva Haiti come la futura "Taiwan dei Caraibi".
Nel frattempo il valore reale dei salari calò del 50%. Quello che era rimasto venne distrutto dalle solite politiche di sviluppo, come venivano chiamate.
In effetti, tutto andò bene fino al 1990, quando Washington commise un errore tattico. Permisero libere elezioni. La ragione fu che erano sicuri, come lo era chiunque, che il loro candidato (Mark Bazin, un funzionario della Banca mondiale), con enormi risorse e così via, avrebbe fatto strada, vinto facilmente e proseguito il miracolo economico. Il problema era che nessuno aveva fatto attenzione a quel che stava succedendo sulle colline dove vivevano i contadini, negli slum di Port-au-Prince e così via.
Quel che stava accadendo, era davvero una cosa degna di nota. I contadini sulle colline e gli abitanti degli slum avevano creato una società civile molto vitale e vigorosa, con movimenti radicati, unioni ed ogni tipo di forme associative: infatti, fu abbastanza forte da portare in carica il proprio candidato, con una maggioranza schiacciante, scioccando tutti. La linea comunemente accettata in questi giorni è tornare ad Haiti ed insegnare agli haitiani la democrazia, poiché questo popolo arretrato non la capisce.
A parte un'evidente cultura da commissario del popolo, chiunque scoppierebbe a ridere di fronte a queste affermazioni. Potremmo andare ad Haiti, salire sulle colline ed imparare qualcosa a proposito di democrazia.
Gli Stati Uniti cercarono di screditare in ogni modo possibile il governo eletto di Aristide, per correggere il proprio errore.
Sette mesi dopo, il governo fu eliminato da un colpo di stato militare. Questo portò a tre anni di brutale terrore. L’Organizzazione degli Stati americani richiese l’embargo. Washington immediatamente lo minò, esentando le ditte degli Stati Uniti, dicendo che stavano lavorando a beneficio del popolo di Haiti. La sola strada per aiutare il popolo di Haiti è esentare le ditte statunitensi dall’embargo. Sul New York Times comparve un articolo in cui si descriveva come si stesse "mettendo a punto" l’embargo, grazie al nostro interesse per i diritti umani. Così esentarono le ditte statunitensi. Il commercio, nel primo anno del regime militare, non fu molto al di sotto della norma. Crebbe del 50% sotto l’amministrazione Clinton. Le amministrazioni Bush e Clinton informarono la Texaco Oil Corporation che il governo degli Stati Uniti avrebbe permesso i loro carichi illegali di petrolio. Erano illegali, ma dissero che avrebbero potuto effettuarli impunemente, poiché nessuno avrebbe fatto nulla a questo proposito. Il petrolio è sicuramente il fattore principale in un embargo. Così, cominciò a fluire allegramente per la giunta ed i ricchi sostenitori del colpo di Stato.
Questo si poteva vedere, ma non si sapeva che era stato autorizzato dalle amministrazioni Clinton e Bush fino alla domenica precedente lo sbarco delle truppe. Vi fu una fuga di notizie dal Dipartimento di giustizia a proposito di un’inchiesta relativa all’autorizzazione. Non era un segreto. Quel giorno stavo ascoltando le trasmissioni estere delle reti AP, poiché era ovvio che stava per accadere qualcosa ad Haiti. Era l’epoca in cui Jimmy Carter vi si recò per incontrare il generale Cedras e la sua "snella ed attraente moglie", non so se avete letto tutta quella spazzatura. Ma mentre questo avveniva, il Dipartimento di giustizia si lasciò sfuggire la storia. Era trasmessa su tutte le reti della AP. Fu la più importante del giorno. Era impossibile perderla. Continuavano a ripetere una grande storia: non v’erano mai stati l'embargo, le sanzioni. Entrambe le amministrazioni avevano detto alle compagnie petrolifere: "Continuate pure a trasportare illegalmente via mare il petrolio, non faremo niente al proposito". Scrissi un articolo su Haiti il giorno successivo, ma fu pubblicato sei settimane dopo, più o meno. L’avevo scritto al passato, come se tutti conoscessero questa storia, poiché era ovviamente la più importante della settimana. Mi ero sbagliato. La notizia venne totalmente soppressa. Lunedì, il giorno dell’invasione, nulla risultava. Mi intestardii, così feci una ricerca databank.
Martedì, il secondo giorno, il computer trovò il Pratt’s Oilgram, un giornale specializzato per l’industria del petrolio, che la riportava. Mercoledì, v’erano circa dieci righe del tutto oscure e prive di significato sul Wall Street Journal, poi la notizia cominciò ad apparire sui piccoli quotidiani, come il Dayton Ohio e simili, i cui editori non sono smaliziati e non capiscono cosa debba essere censurato.
Il New York Times ed il Washington Post, dopo mesi, devono ancora pubblicarla. Ebbene, è ovvio che era la più importante della settimana, quando le truppe sbarcarono. La storia più importante della settimana, grande titolo, ogni giornale libero avrebbe dovuto avere un articolo: non v’era mai stato l’embargo, non v’erano mai state sanzioni, le truppe erano sbarcate per qualche altro motivo.
Avevamo aspettato a lungo che ciò avvenisse. Ormai le organizzazioni popolari erano state ben decimate. La minaccia della democrazia era stata allontanata. Le forze statunitensi sbarcarono con gran fanfara. I killer ed i torturatori furono espulsi per andare a vivere nel lusso, omaggio dei contribuenti statunitensi - suppongo che le loro "mogli snelle ed attraenti" stiano bene. Ma non sembra che Jimmy Carter abbia ottenuto il premio Nobel (probabilmente è abbastanza irritato per questo). Vi fu una grande auto-adulazione dappertutto a proposito di come avevamo riportato democrazia e libertà ad Haiti. Tuttavia vi fu molto meno attenzione - personalmente potrei dire che non ve ne fu affatto - per il solo fatto importante, e cioè che gli Stati Uniti avevano fornito al presidente Aristide un piano economico molto preciso, che è pubblico e lo potete leggere, se siete capaci di trovarlo. Il piano economico, in un suo passaggio cruciale dice: "Lo stato ripristinato deve basarsi su una strategia economica centrata sull’energia e l’iniziativa della società civile, specialmente del settore privato, sia nazionale che estero". Ciò significa che il nucleo della società civile haitiana sono gli investitori statunitensi ed i sostenitori super ricchi del colpo di stato. Questa è la società civile haitiana. Sono loro che devono ricevere i benefici d’ogni aiuto che arriva, non i contadini che vivono sulle colline od il popolo che vive negli slum miserabili, che hanno fatto l’errore d’entrare nell’arena pubblica.
Haiti segue le orme dei principî di Washington e del candidato da lei difeso, Mark Bazin, e si avvia a diventare un miracolo economico, ancora una volta nel solito senso.
Tutto ciò che ho detto, è stato soppresso con disciplina pressoché impressionante, almeno per quanto ne so, in favore di una storia diversa, quella raccontata da Anthony Lake (già prima citata), comparsa in modo uniforme sulla stampa e nella cultura intellettuale. Questo ha senso basandosi su certi assunti. Ha senso basandosi sull’assunto che forse fu esposta nel modo più lucido da una delle mie fonti di citazione preferite, il personaggio che occupa la cattedra di professore di scienze politiche all’Università di Harvard, Samuel Huntington, che in effetti penso sia là per aiutarmi. Di recente ha scritto che gli Stati Uniti devono mantenere il loro "primato internazionale" per il bene del mondo, poiché sono il solo paese della storia la cui "identità nazionale è definita da un insieme di valori politici ed economici: libertà, democrazia, commercio ed eguaglianza". Dovete notare che questa è una definizione, così ci insegnano le scienze politiche. Se è vero per definizione, non è necessario guardare a fatti noiosi. Non dovete fare esperimenti per dimostrare che due più due fa quattro, chiunque può capirlo, quindi non dovete guardare ai fatti della storia passata e presente, a ciò che è accaduto ad Haiti. E poiché gli Usa, per definizione, si battono per l’eguaglianza, non dovete guardare al fatto che, come ha scritto, gli Stati Uniti hanno raggiunto di gran lunga i più alti livelli di diseguaglianza d’ogni società industriale, di fatto i più alti dal 1929, giusto prima del crollo della Borsa, quando il livello di diseguaglianza venne gonfiato dalla montatura di un mercato che presto scoppiò. Questo livello è il più alto del secolo, di gran lunga il più alto del mondo. L'1% della popolazione possiede il 40% della ricchezza, due volte più dell'Inghilterra. Tutto ciò aumentò negli anni Ottanta. Prendete New York, la città più ricca del mondo: la diseguaglianza è più alta che in Guatemala e sta crescendo. Ma questo non ha importanza poiché, per definizione, stiamo combattendo per l’eguaglianza come per tutte le altre cosa buone, quindi non dovete guardare a questi fatti.
Nel frattempo, i profitti sono saliti alle stelle. Crescita doppia per Fortune 500, negli ultimi quattro anni. La metà della popolazione ha subito un calo assoluto del tenore di vita, proprio nei gloriosi anni Ottanta. Il potere reale d'acquisto dei salari è calato costantemente dal 1980, continuando anche durante la ripresa di Clinton. Vi sono delle conseguenze, come Oklahoma City. Ritornerò su questo.
Prendete un altro sensazionale esempio nella nostra "piccola regione qui sopra" come il segretario della guerra, Henry Simpson, definì l’Emisfero occidentale nel 1945, mentre spiegava che tutti i sistemi regionali dovevano essere smantellati a parte il nostro, che doveva essere esteso. La metà degli aiuti militari Usa all’emisfero ora va alla Colombia ed è aumentato sotto Clinton; il programma d’addestramento per gli ufficiali colombiani è uno dei più vasti dell’emisfero. La Colombia viene regolarmente presa ad esempio per le sue "strutture democratiche" che, "nonostante imperfezioni inevitabili, sono tra le più solide del continente" e modello di "stabilità politica ben consolidata" (John Martz in Storia contemporanea), un ritornello costante sulla stampa. Fra le "imperfezioni inevitabili" v’è l’uccisione d’oltre duemila attivisti del Partito Indipendente da parte delle forze di sicurezza e dei loro associati paramilitari a partire dalla sua costituzione nella metà degli anni Ottanta, compresi candidati alla presidenza, sindaci ed altri. Ma questa è solo una nota a piè di pagina al più orrendo record di violazioni dei diritti umani nell’emisfero, ampiamente documentato dalla Chiesa e da altre fonti indipendenti, ma in pratica ignorato dai media. L’ultimo presidente della Colombia, César Gaviria, era un favorito speciale degli Usa, messo in carica come Segretario generale dell’Oas [Organizzazione degli Stati americani N.d.r.] in un posto di potere che suscitò molto risentimento. "Ha lavorato molto per contribuire alla costruzione di istituzioni democratiche in un paese in cui a volte era pericoloso farlo", spiegava il rappresentante Usa dell’Oas, non indagando sulle ragioni dei "pericoli": per esempio, il fatto che Gaviria aveva presieduto un significativo incremento del terrore.
Il terrore continua tuttora, come vediamo. Vescovi e preti della diocesi di Apartado, nella regione del Nord-Ovest hanno pubblicato un "Comunicato all’opinione pubblica" a proposito del "momento di terrore" che la popolazione sta vivendo "a causa di omicidi e sparizioni". "I gruppi paramilitari hanno decimato intere città senza pietà", attaccano ed "hanno focalizzato ultimamente i loro sforzi distruttivi sugli insediamenti delle aree coltivate a banane", mentre le autorità "di fronte alle sofferenze del popolo", "rimangono indifferenti senza cercare di opporsi a questo macabro piano di morte e distruzione". I loro attacchi vengono appoggiati dal comandante di Apartado, che dichiarava che i gruppi paramilitari si sono "praticamente lasciati prendere la mano da un’escalation d’omicidi e mutilazioni orribili", mentre le decine di migliaia di militari e poliziotti guardano in silenzio. Come fa anche il resto del mondo ed in particolare i paesi che forniscono armi ed addestramento. Il Comunicato all’opinione pubblica ha raggiunto un piccolo numero di persone che lavorano nei gruppi di solidarietà ma, ancora una volta, non ha trovato una propria strada, utilizzando i canali normali, per ragioni ben note. È la storia sbagliata, la responsabilità è nelle mani sbagliate e le atrocità potrebbero essere prontamente fermate se l’opinione pubblica si modificasse. Se gli sforzi per rendere noto l’uso della metà degli aiuti Usa non possono essere del tutto ignorati, possono però essere messi da parte con commenti sprezzanti ed annoiati a proposito di "vecchie storie" ed "attacchi di routine agli Stati Uniti". I trucchi sono molteplici ed ogni intellettuale smaliziato li conosce bene. L’attuale aumento delle atrocità militari ed il loro centro focale, sembra far parte dei tentativi d'impadronirsi della terra in vista di un progetto di sviluppo per svariati miliardi di dollari previsto per la regione. I paramilitari sono strettamente legati a proprietari terrieri, a padroni di ranch ed a narcotrafficanti, uno dei quali è stato prescelto di recente come comandante supremo delle unità paramilitari della regione Magdalena Medio, da tempo nota come zona di stretta collaborazione fra militari, signori della droga e forze paramilitari. Gli agenti di questo "macabro piano di morte e distruzione" sono i soliti e così pure gli obiettivi: organizzazioni popolari e civili di base e loro capi, contadini, popolazione indigena e nera. Infatti, chiunque percorra la strada dei piani d'alleanza del governo, droga i mercati e "legittima" i poteri economici. Ognuno di loro segue uno schema stabilito, compresa la soppressione dei fatti. Gli aiuti Usa sono stati spesso in relazione con torture ed altre atrocità, un altro "aspetto" dal quale possiamo imparare qualcosa in relazione all’argomento di stasera, se vogliamo.
Nel caso della Colombia, nessuno pretende che questa sia la Guerra Fredda. Il pretesto, in questo caso, è quello della guerra contro la droga, che è una frode totale. I militari dividono il letto con narcotrafficanti, cartelli e proprietari terrieri. Infatti, la maggior parte degli aiuti militari viene spedita in quei luoghi e le forze armate neppure sono formalmente coinvolte nella cosiddetta guerra alla droga (niente hanno a che fare con questo).
Gli aiuti militari vanno a quei settori delle forze armate, ed indirettamente a quelle paramilitari, che sono coinvolti nella contro-rivolta: massacri di contadini, politici indipendenti, capi sindacali, attivisti religiosi, attivisti per i diritti umani, la solita storia. È uno schema classico, come l’impossibilità di vedere che cosa questo implichi a proposito di diritti umani e di aprire un nuovo mondo prima del nostro intervento. Questa è attualmente la metà degli aiuti militari Usa per l’emisfero.
Per anni, un altro pretesto comune è stato che questo record costante può essere attribuito alla Guerra Fredda, quindi non riflette realmente valori e fini reali. Questo è facilmente verificabile, come nell’esempio di Haiti da Woodrow Wilson fino ad oggi, in Colombia, Brasile, e così via. Caso per caso, le proteste crollarono completamente una volta esaminate, eccetto in un senso. Gli obiettivi dell’attacco Usa a volte si rivolgono alla Russia per ottenere aiuto, proprio come gli afghani che, per resistere all’invasione russa si rivolsero agli statunitensi per essere aiutati, per le stesse ragioni. In entrambi i casi l’aiuto fu dato a volte per ragioni egualmente ciniche. Ma a parte ciò, nessun elemento di Guerra Fredda v'è coinvolto.
Tuttavia, sebbene i russi non fossero coinvolti e la Guerra Fredda neppure, erano comunisti. Questo è corretto, ma dobbiamo capire cosa significa questo termine. Il termine è stato spiegato ripetutamente, in primo luogo in documenti nazionali. La nostra è una società molto libera, perciò abbiamo parecchi documenti e sappiamo molto, se vogliamo. Così, per esempio, andando indietro, verso la fine degli anni Cinquanta, vi fu una conversazione tra il presidente Eisenhower e Foster Dulles a questo proposito.
Eisenhower osservava in modo addolorato che i comunisti locali possono "far appello direttamente alle masse". È una cosa che non abbiamo la capacità di imitare, aggiungeva Dulles. Egli spiegava anche l’origine di questo loro ingiusto vantaggio, dicendo: "I poveri sono quelli a cui loro fanno appello ed hanno sempre desiderato depredare i ricchi". È lo stesso problema rilevato da Winston Churchill e da numerosi altri. Il guaio è che è difficile fare appello alle masse sulla base dei nostri valori e finalità, ossia che il ricco dovrebbe depredare il povero. Per qualche motivo, questo non vende. È un problema di pubbliche relazioni, per cui nessuno ha trovato la soluzione. Ed aumenta costantemente.
A quel tempo Eisenhower e Dulles erano particolarmente interessati all’Indonesia, dove non v’erano russi, come ripeteva insistentemente Eisenhower nei comizi in patria. Ma v’erano i comunisti. V’era anche un partito politico, il Pki, che "ha ottenuto ampio consenso non come partito rivoluzionario, ma come organizzazione che difende gli interessi dei poveri all’interno del sistema esistente". Sto citando dallo studioso australo-indonesiano Harold Crouch, che è un conservatore. Nessuno può accusarlo di non essere abbastanza conservatore. Sono stati diffusi di recente dei documenti governativi Usa a questo proposito. L’ambasciata Usa a quel tempo dichiarava che il Pki non avrebbe potuto essere battuto con i normali mezzi democratici, attraverso elezioni, quindi era necessario procedere alla graduale "eliminazione" dei comunisti ricorrendo a polizia e militari. All’unisono, i capi di stato maggiore sollecitarono tali misure nascoste come indispensabili per eliminare gli elementi filo-comunisti dal governo parlamentare. Eisenhower a quel tempo s’impegnò in un grande sforzo per rovesciare il governo con la forza, o per lo meno togliergli le isole esterne dove si trovavano i principali giacimenti di petrolio. Questo disegno è stato scoperto solo di recente e di fatto è ancora omesso da rapporti e documentazione; il che è per lo meno insolito.
È da trenta o quarant’anni che il Dipartimento di Stato pubblica ogni anno documenti informativi. Quel periodo è stato superato, ma non è comparso un solo cenno a questo proposito. È emerso da altre fonti interne. Questo fa parte dell’attacco generale alla democrazia degli ultimi dieci o quindici anni. Hanno intenzionalmente smesso di rilasciare documenti. La situazione è diventata così grave che gli stessi storici del Dipartimento di Stato, un gruppo molto conservatore, hanno protestato durante l’amministrazione Reagan ed hanno scritto anche una lettera indignata, denunciando l’amministrazione Clinton per esseri rifiutato di diffondere documenti su questo periodo e dal primo periodo Kennedy, che è quello che si presume stia per essere pubblicato. Così forse nel futuro sapremo meno di adesso.
Il colpo di stato militare su cui avevano puntato gli Usa non funzionò e quindi indirizzarono la loro azione verso la fornitura d’aiuti all’esercito esistente. Smantellarono il sistema politico, quello parlamentare, con un’operazione che venne considerata una grande vittoria. Non dovevano preoccuparsi a proposito delle elezioni che avrebbero perso a causa del partito dei poveri, i comunisti. Ciò provocò un conflitto tra l’esercito degli Usa ed il Pki. Quel conflitto fu risolto alla fine nel 1965, quando il colpo di stato militare, fortemente sostenuto Usa, prese il potere. In quattro mesi portò al genocidio di mezzo milione di persone, per la maggior parte contadini senza terra, ed eliminò il partito comunista. Il New York Times lo descrisse, con gran piacere, come una "sbalorditiva carneficina di massa". Potrei dire che parteciparono all’euforia straordinaria che travolse l’intero Occidente, mentre la gente esultava per questo massacro che all’epoca la Cia paragonò alle imprese di Stalin e Hitler. Bisogna proprio leggerlo per crederci. Se volete veramente imparare qualcosa a proposito della civililtà occidentale, vi sollecito ad osservare questo fenomeno. E succede ancora. Il London Economist, di recente, descriveva colui che aveva diretto il massacro ed i successivi vent’anni di terrore come "un uomo dal cuore gentile", pensando probabilmente al suo atteggiamento nei confronti degli investitori stranieri, che fu davvero gentile. Questo la dice lunga a proposito della civiltà occidentale, della nostra cultura elitaria, dei nostri obiettivi e valori, se volete imparare. Ho preso in esame la documentazione statunitense in un libro recente, ora in stampa, ed è incredibile o forse no. Ad ogni modo l’esempio è tipico ed illustra in modo eccellente gli obiettivi operativi, i valori ed anche il peso della Guerra fredda che in quel caso fu nullo, il significato del termine "comunista" e l’atteggiamento nei riguardi della democrazia.
Ricordate che il colpo di stato brasiliano che rovesciò il regime parlamentare avvenne proprio nello stesso periodo.
Si dà il caso che il problema di base, tuttora esistente, sia nelle fondamenta stesse della Repubblica Statunitense. Devo ricordare che gli Stati Uniti furono allora e sono ancora sotto parecchi aspetti, non certo insignificanti, la società più libera e democratica del mondo. Se tornate ai dibattiti sulla legislazione federale, i dibattiti del 1787, James Madison, il principale costruttore-ideatore della legislazione, osservava che in Inghilterra "se le elezioni fossero aperte a tutte le classi sociali, la proprietà dei proprietari terrieri diventerebbe poco sicura. In poco tempo sarebbe stata varata una legge agraria" e per evitare tale ingiustizia diceva: "Il nostro governo deve assicurare gli interessi permanenti del paese contro l’innovazione", mettendo in pratica piani diversi, tali da "proteggere la minoranza opulenta contro la maggioranza". Questo è il primo principio del governo; metteva l’accento sul fatto di "proteggere la minoranza opulenta contro la maggioranza", per prevenire questi comunisti che vogliono "spogliare i ricchi". Non v’era nessuno che si potesse definire comunista all’epoca, ma il punto è lo stesso.
Questo è stato davvero il principio guida in patria e all’estero, "proteggere la minoranza opulenta contro la maggioranza". Ciò ispirò gli sforzi per instillare il "Nuovo Spirito dell’epoca" un secolo e mezzo fa e, molto drammaticamente, da allora fino ai giorni nostri. I metodi differiscono da luogo a luogo, da epoca ad epoca, a seconda di come cambiano le situazioni contingenti. Sono diversi dove vi sono pochissimi ostacoli, così i obiettivi operativi e valori vengono scoperti con particolare chiarezza in luoghi come Brasile e Guatemala, Indonesia, Haiti, Colombia ed altri, attraverso un primato veramente impressionante d’atrocità che vanno da tortura e sterminio di massa, a carestia ed epidemie. In patria, i metodi devono essere per forza diversi. V’è parecchia violenza, la storia del lavoro negli Usa non ha paralleli nel mondo industriale. Ciò ha suscitato continue sorprese, anche sulla stampa britannica, proprio durante la prima parte del secolo. Negli anni Trenta, i lavoratori statunitensi conquistarono finalmente i normali diritti del lavoro, che altrove erano stati ottenuti decenni prima. Ciò provocò un terrore totale nella comunità degli affari. Aveva presunto, come fa ora, che questo cancro fosse stato eliminato dalla "Paura rossa" di Woodrow Wilson, un’altra attuazione pratica dell’idealismo wilsoniano, ed altri metodi che sembrava avessero soppresso completamente il movimento dei lavoratori e messo il potere sotto il controllo del mondo degli affari. A quel tempo, negli anni Trenta, i lavoratori sfuggirono ancora di mano e conquistarono i diritti del lavoro. Il mondo degli affari lanciò immediatamente una campagna per destabilizzare quello che chiamò "il crescente potere politico delle masse" che è "il maggior ostacolo che si oppone agli industriali". Infatti, il dopoguerra è stato caratterizzato da un’enorme campagna di propaganda per minare i sindacati, contenere e far regredire i diritti dei lavoratori e tutto l’assetto dei diritti umani che erano stati conquistati con un secolo di lotte, spesso intense. Le dimensioni di questo fenomeno sono veramente notevoli, ciò è stato compreso solo di recente ed è importante discuterne (spero di avere il tempo per farlo), proprio interessante. Tutto questo ora si sta accelerando in modo drammatico. L’obiettivo politico di base, da James Madison fino ad oggi, è minare gli aspetti più democratici del governo. Attualmente ciò significa aumentare il potere di esecutivo, tribunali, apparato di sicurezza ed intero sistema che indirizza i fondi pubblici ai settori avanzati dell’industria, principalmente al Pentagono, e trasferire il potere decisionale il più possibile al di fuori del governo, nelle mani di tirannie private che sono non responsabili, non regolabili, totalitarie nella loro struttura interna, su scala internazionale. Hanno concesso i diritti che già esistevano fin dall’inizio del secolo. Non è scolpito nella pietra. Queste sono forme recenti di totalitarismo, così loro sono decisamente liberi dalla minaccia della partecipazione popolare, che è un tipo di pericolo sempre presente nei sistemi parlamentari.
Dopo quattro anni di sviluppo raddoppiato, riduzione di salari ed indennità, Fortune 500 controlla circa i due terzi del Prodotto interno lordo. In maggio, la relazione annuale di Fortune 500 apparve completamente esultante a proposito di questi splendidi risultati. Così ora controllano circa i due terzi del Prodotto interno lordo, che è più elevato di quello di Germania e Gran Bretagna. Controllano anche una parte enorme dell’economia mondiale; questo è un livello di accentramento del potere nelle mani d’istituzioni totalitarie che non credo abbia una qualsiasi controparte. Stanno organizzando un sistema di "mercantilismo corporativo", come lo chiamano alcuni economisti, legato al potere statale. Neppure è la caricatura del libero mercato ed è sempre più immune dalla minaccia della democrazia. Per questo è in una buona posizione per realizzare le politiche che ora sono chiamate "amore inflessibile". "Amore inflessibile" è il termine che indica l’eliminazione di sistemi d’aiuto e qualsiasi assistenza per i poveri, sulle basi di un principio che si rifà alla teoria di David Ricardo, il quale spiegava che aiutando i poveri li si danneggia solo. L’unico modo reale per aiutarli è con "amore inflessibile", togliendogli tutto. È un argomento che quelli di voi che studiano economia sanno come utilizzare. "Amore inflessibile": attualmente questa definizione non è molto negativa, se la capite in modo corretto. Significa amore per i ricchi ed inflessibilità per tutti gli altri. Esattamente lo stato di fatto.
Negli ultimi vent’anni vi sono stati grandi mutamenti nell’ordine mondiale. Il grande cambiamento iniziò circa venticinque anni fa, per tanti buoni motivi. V’era stato un assalto crescente alle istituzioni democratiche, ai diritti umani.
S’intensificò in modo considerevole dal momento che le condizioni permisero alla politica sociale d’essere progettata per eliminare i sistemi d’assistenza a famiglie e bambini. Così, per esempio, negli Stati Uniti il principale sistema d’assistenza per madri e bambini che risale al New Deal è "Aiuti per famiglie con figli a carico". Questo sistema è stato tagliato di circa il 50% fin dal 1975. Parlare a proposito di una dipendenza dall’assistenza è un totale nonsenso. I sistemi d’assistenza sono stati ridotti e l’effetto è stato, di fatto, la disintegrazione familiare e così via, proprio come ci si sarebbe potuto aspettare. È pressoché lo stesso in Inghilterra. I sistemi d’assistenza sono stati tolti e, nello stesso tempo, salari ed indennità sono calati. L’alleanza corporativa di Stato è stata scalzata alla base ed in pratica i sindacati sono stati distrutti.
Hanno anche aumentato il trasferimento di fondi ai ricchi attraverso metodi familiari. Essi sono due: uno è la riduzione delle misure fiscali, come, per esempio, la netta riduzione delle tasse sui profitti del capitale. I piani correnti sono di ridurre a zero le tasse sui profitti del capitale, e dovete considerare che per l’uno per cento della popolazione al vertice il 50% delle entrate sono profitti sul capitale, quindi questa è una riduzione radicale. Significa che, per l’uno per cento al vertice, la metà delle entrate non viene toccata. Questo è solo un esempio, ve ne sono cento altri.
L’altro mezzo, a parte la diminuzione delle misure fiscali, è l’aiuto finanziario aperto. La cosa più importante è non parlarne mai, nel modo più assoluto. Il finanziamento principale è quello al sistema del Pentagono. È stato progettato alla fine degli anni Quaranta come strumento per trasferire fondi pubblici ai ricchi, alle industrie avanzate.
Se volete capire come funziona, date un’occhiata agli avvenimenti, dice Newt Gingrich, lo speaker della Casa Bianca, che è descritto come il principale portavoce dei valori imprenditoriali individuali, l’uomo d’affari indipendente, che disprezza lo stato assistenziale e così via.
New Gingrich rappresenta Cobb County, Georgia, una contea molto ricca non lontana da Atlanta, la quale viene descritta come "il mondo Norma Rockwell d’aeroplani e fibre ottiche", ed è proprio così. Accade che riceva più aiuti finanziari federali di qualsiasi altra contea suburbana nel paese, ad eccezione di Arlington, Virginia, che è parte di Washington, dov’è il Pentagono e così via; e Brevard County, Florida, dove si trova il Centro spaziale Kennedy, un altro di quei trucchi per far finanziare i ricchi dai poveri, grazie alle stravaganze dell’uomo sulla luna e cose del genere. Cobb County è il quartier generale associato della Lockheed Martin Corporation. Prima era della Lockheed Corporation, ma l’amministrazione Clinton ha pensato che sarebbe stata una buona idea fondere le due società. E, per pagarle dell’indegnità della fusione, i contribuenti diedero loro oltre un miliardo di dollari, più altri trentatré milioni ai dirigenti esecutivi, inclusi otto milioni al direttore amministrativo generale l’anno scorso. Lockheed Martin sta ora entrando in un programma di settantasette miliardi di dollari per costruire gli F22. Abbiamo bisogno di F22, i nuovi modelli avanzati d’aerei da combattimento. Loro stessi spiegano il perché. Spiegano che è "un mondo pericoloso", con un mucchio di persone là fuori che hanno armi avanzate, come aerei avanzati, e quindi anche noi abbiamo bisogno di perfezionare le nostre. Una piccola domanda: dove hanno preso gli aerei avanzati? Dalla Lockheed, rivela. La stessa Lockheed lo dice, non lo nasconde. Avvertono il pubblico che la Lockheed sta vendendo gli F16, gli aerei attualmente in produzione a dittatori del Terzo mondo di tutti i tipi ed altra gente non affidabile. "Se un amico od un alleato si ribella contro di noi" e ci minaccia con le armi sofisticate che gli abbiamo fornito, che cosa possiamo fare? Per difenderci da questa minaccia, i contribuenti devono sganciare altri settantasette miliardi di dollari per sviluppare gli F22, per difendere noi stessi in questo mondo pericoloso. A piccoli caratteri viene fatto notare che questa è "tecnologia a doppio uso", ossia che passa direttamente ai profitti corporativi.
Questo è l’appoggio aperto di Newt Gingrich al gruppo degli imprenditori privati. Proprio questo è il motivo per cui Cobb County è molto ricca. Da qui vengono i suoi soldi, di fatto questo è il motivo per cui Atlanta è ricca. Jet e fibre ottiche, in questo mondo di Norma Rockwell, sono pagati dal settore pubblico.
Per vedere con precisione come funzionano le cose, dovete guardare ai dibattiti parlamentari. Ricorderete che vi fu un dibattito parlamentare a proposito del taglio di circa sette miliardi di fondi per i pasti dei bambini poveri nelle scuole. Furono tagliati. Proprio nel mezzo di questo dibattito vi fu un emendamento proposto dal democratico David Obey per ripristinare i sette miliardi di dollari, ritardando la produzione di F22 per cinque anni. Non fermarla, solo ritardarla. Il relatore del gruppo degli imprenditori privati si assicurò che l’emendamento neppure arrivasse al voto; fu proprio ridicolo.
Fatti come questo vi dicono chiaramente cosa sta succedendo. Il sistema del Pentagono fu costituito, principalmente, per questo motivo.
Incidentalmente, per anni avevamo avuto bisogno del Pentagono poiché dovevamo difenderci dai russi.
Adesso, è difficile vendere una cosa simile; nel marzo 1990, dopo la caduta del Muro di Berlino, una nuova dichiarazione sulla posizione della difesa venne rilasciata dalla Casa Bianca. Era uguale alle vecchie dichiarazioni. Avevamo ancora bisogno di un enorme Pentagono, le spese per l’industria militare dovevano essere mantenute e così via, a causa della "crescente sofisticazione tecnologica dei poteri del Terzo mondo" - questo è il motivo per cui ne abbiamo bisogno. Ed infatti il Pentagono afferma che per essere sicuri che ne siano in possesso, dobbiamo essere i principali fornitori d’armi nel mondo, vendendogli i modelli avanzati F16.
Tutto ciò, passa senza che nessuno se ne accorga, o facendo finta di non saperne nulla. La gente parla di difesa e mondo libero, cose commoventi. La Fondazione Heritage, dell’ala destra che in certo modo esprime il pensiero della fazione di Gingrich, dichiarò esattamente le proprie proposte di bilancio: tagliare tutta l’assistenza, ma aumentare il bilancio delle spese militari. Sì, perché questo va nelle tasche dei conservatori di Cobb County, cosicché loro possano prendersela con lo stato assistenziale. Questo lo capiscono.
Tutto ciò ha effetti abbastanza complicati sul pubblico, soprattutto a causa della mancanza di qualsiasi discussione coerente a questo proposito. Non sono banalità, non sono sottigliezze, sono i fatti più importanti dell’era moderna, ma quasi nessuno li conosce. Gli effetti sono abbastanza complessi. Eccezionalmente, (questo mi sorprende), le attitudini ed opinioni democratiche che la gente aveva alla fine della Seconda guerra mondiale, come la maggior parte del mondo, rimangono pressoché intatte. Se guardate alle inchieste, la gente crede ancora in quello che loro fanno. Così si parla molto a proposito di come ognuno vuole un bilancio in pareggio, quindi dobbiamo proprio sistemarlo. Se guardate ai dati attuali che sono sotto queste linee guida, v’è un po’ di differenza.
Se domandate alla gente: "Volete un bilancio in pareggio?", la gente vi risponde "Sicuro!". Vorrei anch’io dire così: "Sicuro, perché no, preferirei avere un bilancio in pareggio". Se domandate alla gente: "Vorreste avere un bilancio in pareggio se questo implicasse tagli all’istruzione?", il 22% vi risponde sì; se implicasse tagli alla sanità, il 25% risponde sì; e così via... In effetti, la gente s'è opposta in modo travolgente ad un bilancio in pareggio, come s'è opposta a larga maggioranza proprio a proposito d’ogni elemento che è stato fatto passare dal Congresso.
La gente vuole più spese per la sanità, per l’istruzione; molte più persone, rispetto agli anni Sessanta, quando furono introdotte le grandi misure sociali, pensano che il governo abbia la responsabilità d’aiutare i poveri. Non importa: l’opinione pubblica è irrilevante. Così sta accadendo che le opinioni pubbliche rimangono più o meno le stesse, ma d’altra parte la gente è completamente confusa. Quello che potete trovare sulla contea è qualcosa di veramente divertente. Sono quasi certo che si debba ritornare all’epoca della Morte nera in Europa per trovare qualcosa di simile. Non sto scherzando, sembra una forma di dissoluzione della società. Vi sono paura e rabbia, ostilità e cinismo. Il fanatismo religioso è probabilmente più alto che in qualsiasi luogo del mondo. Penso che sia più alto che in Iran. V’è una tremenda proliferazione di culti che si occupano di qualsiasi cosa possiate immaginare. Vi sono: Anticristo 666, Illuminati e Lucifero, Riserva federale e Commissione trilaterale, Gruppi segreti che hanno assassinato John Fitzgerald Kennedy e rubarono lo Stato, extra-terrestri e truppe delle Nazioni Unite che sono state portate su elicotteri neri dal governo federale a commettere genocidi contro la popolazione. Questo è il motivo per cui la gente esce armata. Credono in queste cose. Se li prendo in giro in un discorso, ricevo lettere con vere foto di elicotteri neri da loro scattate. Così hanno visto venire quegli extraterrestri. V’è proprio tutto quello che si può immaginare. Non v’è nulla di abbastanza folle su cui non vi sia un grande culto. Un esempio sorprendente di tutto ciò è quello che viene chiamato l’"atteggiamento" anti-politico, che è reale. V’è un sondaggio della Gallup che viene fatto ogni anno, in cui si chiede alla gente chi pensano sia alla guida del governo. Per anni circa il 50% ha detto "pochi grandi interessi che lavorano per se stessi". Quest’anno, 1994, questa percentuale è arrivata all’82% della popolazione (hanno cambiato leggermente la dicitura) ha detto che il governo è organizzato per il profitto di pochi, per interessi particolari e non per il popolo.
L’83% pensa che il sistema economico sia "intrinsecamente ingiusto". La maggioranza vuole che entrambi i partiti politici siano sciolti. Questo atteggiamento è terreno fertile per demagoghi ed elementi violentemente anti-democratici, come la fazione dei Gingrich che, infatti, assunse il controllo del Congresso non senza qualche difficoltà. Essi ebbero a mala pena il 52% dei voti, un piccolo cambiamento rispetto ai due anni precedenti. Questo avviene con una partecipazione elettorale sotto il 40%. I non votanti, in gran parte poveri, avrebbero avuto la tendenza a sostenere le idee democratiche. Dei restanti effettivi, uno su sei non ha espresso nessun interesse per gli argomenti dichiarati. Anche dopo quattro o cinque mesi di propaganda intensiva, meno del 40% della popolazione aveva sentito parlare del Contratto dei Gingrich con l’America. È un numero di persone uguale a quelle che dichiarano di passare la maggior parte del loro tempo guardando il processo O.J. Simpson. Molto pochi, in pratica nessuno di loro, legge il settimanale Fortune, o Business Week, dove potrebbero imparare qualcosa a proposito di quella che chiamano la crescita "abbagliante" dei profitti con aumento delle vendite stagnante, in quello che è chiamato "un mercato del lavoro più flessibile", non turbato da "rigidità" come contratti, benefici, sindacati e sicurezza sul lavoro. Qui è la stessa cosa. Ho letto sul London Times, l’altro giorno, che attualmente meno della metà dei lavoratori inglesi ha un contratto. Negli Usa è peggio.
Si presume che questo sia positivo. Si presume che voi abbiate mercati del lavoro flessibili. Qualsiasi economista ve lo può spiegare. È positivo per la salute dell’economia se le persone non sanno, quando vanno a dormire la notte, se avranno un lavoro il giorno dopo. Potete verificarlo. Questo è un teorema. Così tutto va bene. Dal momento che nessuno crede nel libero mercato, eccetto che per gli altri, molti fondi pubblici vengono versati nelle tasche della famiglia a Cobb County e ad altri come loro, cosicché possano inveire con gran piacere contro lo stato assistenziale.
La verità è che il paese è completamente invaso da capitali, super ricco. Questo affare a proposito di tempi "magri e di passaggio" è pura propaganda, diretta a quella gente che sta soffrendo la parte dura dell’inflessibile amore, che è circa i tre quarti della popolazione, dal 1980 circa. In un contesto di questo tipo, Oklahoma City diventa perfettamente comprensibile. Parimenti comprensibile è la marea d’aiuti per i gruppi paramilitari, anche dopo l’attentato. Prima di proseguire, dovrei dire che v’è qualcosa di straordinariamente razzista a proposito del modo in cui è stato descritto questo attentato, sia negli Usa che in Inghilterra ed in ogni altro paese da me conosciuto. I grandi titoli di testa dopo Oklahoma City furono "Grande tragedia", "Oklahoma City come Beirut", "Gli Stati Uniti del centro sembrano Beirut". Veramente negativo. Tutti parlano a proposito di come dobbiamo bombardare il Medio Oriente e così via. È vero: Oklahoma City sembrava Beirut. Certo che Beirut era sembrata Beirut per un tempo proprio lungo, cosa che non era venuta in mente a nessuno, a quanto pare. In particolare, visto che amiamo tanto gli anniversari, Beirut sembrava Beirut esattamente dieci anni prima dell’attentato di Oklahoma City, quando a Beirut esplose la più grande auto-bomba della storia, proprio fuori da una moschea, sincronizzata per uccidere il numero massimo di persone, nel momento in cui stavano uscendo. Uccise cinquanta persone, ne ferì circa duecentosessanta, per la maggior parte donne e bambini. Questa è l’intera storia. È Oklahoma City. Bene, noi sappiamo chi furono gli autori dell’attentato. Fu molto facile farli saltare in aria, dal momento che ci piace bombardare la gente. L’attentato fu organizzato dalla Cia, con l’aiuto del servizio segreto britannico. Non potete far saltare in aria l’uomo che è stato l’esecutore materiale, William Casey, poiché gli è capitato di morire. Ma vi sono ancora in giro un paio di persone che potete far saltare in aria. Suppongo che l’aviazione militare Usa abbia la capacità di bombardare California, Texas e Washington, ed anche lasciare un paio di bombe per Londra.
È interessante, l’intera storia non fu mai menzionata: il fatto che Oklahoma City sembrasse esattamente come Beirut dieci anni prima, quando gli Usa fecero esplodere la più grande auto-bomba della storia, un’atrocità virtualmente identica a quella di Oklahoma City, che però è stata totalmente censurata. Non è un segreto. L’esplosione del 1985 fu riportata sul Washington Post e su altri spazi simili. Fu volutamente portata alla ribalta da parecchi giornalisti. Lo so poiché ero uno di loro. Ma l’analogia è impensabile, non potete concepirla e la ragione è ovvia. Non v’è possibilità di confronto: quelli erano solo degli sporchi arabi. Va tutto bene se Beirut sembra Beirut e noi la facciamo sembrare Beirut, ma Oklahoma City non dovrebbe sembrare così. Questo è il punto. E questo atteggiamento è così profondamente radicato che le persone non se ne accorgono. Questo vi dice qualcosa di più a proposito della civiltà occidentale e sulle prospettive per il futuro.
Ritornando ad Oklahoma City, l’esplosione risultò non essere attribuibile al Medio Oriente, così le persone come A.M. Rosenfeld, allora capo redattore de New York Times ed ora cronista ordinario, furono quasi dispiaciute. Loro non ebbero l’opportunità di bombardare la Libia o qualcosa d’altrettanto divertente. Questo era accaduto sul territorio nazionale. Presumendo che l' Fbi sia ora corretta, è quello che essi chiamano la rabbia dei maschi bianchi. Le persone come Timothy McVeigh sono per la maggioranza diplomati, circa il 75% della forza lavoro. Le entrate di queste persone sono calate di circa il 20% dal 1950. Furono raggiunti solamente dai laureati nel 1987, da allora in poi gli stipendi dei laureati calarono. Non tutti gli stipendi sono calati. Gli stipendi dei Ceo aumentarono del 60% durante questo periodo. È l’aumento più alto a livello mondiale, eccetto il caso della Gran Bretagna, dove gli stipendi Ceo salirono del 123% durante questo periodo, mentre i salari calarono. Nonostante ciò l’Inghilterra non ha ancora raggiunto gli Usa nel divario tra gli stipendi di Ceo e lavoratori. Dovete lavorare duramente se volete raggiungerci. Gli Usa sono i più alti a livello mondiale, ma l’Inghilterra ci sta provando. Gli stipendi in generale sono diminuiti del 10% in questo periodo.
Persone come Timothy McVeigh fanno parte di un settore della popolazione che ha una certa idea su come dovrebbe essere il modo di vivere: io immagino di andare a lavorare, avere un lavoro decente, portare a casa un po’ di soldi; mia moglie sta a casa e si occupa dei bambini, i bambini mi ascoltano, io sono un modello, noi ci compriamo una station wagon, andiamo in giro, facciamo campeggio e robe del genere.
Nulla di tutto ciò s'è realizzato. Lui non ha potuto trovare un lavoro. La moglie è andata a lavorare. Entrambi devono lavorare cinquanta ore a settimana.
Lui non può prendersi cura dei bambini poiché non vi sono sistemi d’assistenza, nessuna assistenza giornaliera, costose e senza speranza. I bambini vengono lasciati soli, custoditi dalla televisione, con effetti ovvi: abuso di sostanze, violenza da parte di altri bambini e contro di loro, e così via. È tutto ben documentato: v’è un buon rapporto dell’Unicef a questo proposito, che non è mai stato menzionato. Tutto quanto sopra descritto è stato realizzato in nome dei valori familiari: questo è particolrmente impressionante. Gli uomini che hanno portato avanti questo processo, lo hanno fatto in nome dei valori familiari, mentre in realtà conducevano una guerra contro bambini e famiglie, e l’hanno fatta franca. In una società ben disciplinata puoi farla franca. Questo è vero per Inghilterra ed Usa, ma non per il resto del mondo industrializzato. Persone come Timothy McVeigh, l’uomo che è stato accusato d’aver messo le bombe ad Oklahoma City, sono proprio quel tipo di persone che sessant’anni fa costruirono il Cio [sindacato dei lavoratori dell'industria N.d.r.]. Loro allora avevano qualcosa di costruttivo da fare. Non sanno cosa sta accadendo. Non sanno nulla dei profitti di Fortune 500, ma conoscono malgoverno, extraterrestri, Lucifero ed altre minacce veramente serie. Così, perché non bombardare l’edificio federale per proteggere se stessi?
Questa non è una giustificazione, ma è una spiegazione. Non v’è possibilità di fare qualcosa, poiché i sindacati sono stati pressoché distrutti con la cooperazione dello Stato criminale. Questo processo è in corso, con la complicità della Gran Bretagna, potrei dire. È in atto una gran serrata a Decatur, Illinois, da parte di una società associata alla Tate & Lyle, che sta concorrendo alla distruzione di uno degli ultimi sindacati dell’industria. Un’altra società che partecipa è la Caterpillar Corporation, che istigò uno sciopero per le inique condizioni di lavoro, poiché loro stessi lo volevano. Avevano intenzione di distruggere l’Unione Autonoma dei Lavoratori. È facile per loro. Hanno spiegato alla stampa la loro strategia. Hanno usato i loro enormi profitti per costruire industrie in paesi come il Brasile, in Asia e così via, così possono rifornire il mercato interno con i prodotti stranieri. In questo momento anche l’Europa dell’Est è utilizzabile, possono usarla. Possono quindi eliminare coloro che la stampa commerciale chiama "i lavoratori viziati dell’Europa occidentale" con i loro "lussuosi stili di vita" e distruggere i sindacati. Questo sta avvenendo. I profitti della Caterpillar aumentarono del 46% l’anno scorso: loro stessi dichiararono un aumento del 40% dei dividendi. Vi sono profitti enormi. Nel frattempo stanno distruggendo gli ultimi resti del movimento dei lavoratori e creano persone come Timothy McVeigh, che tra qualche anno faranno cose simili a quelle che ha fatto lui.
È in atto uno sforzo deliberato per trasformare Usa ed Inghilterra, seguiti dal resto del mondo industriale, in società con una struttura da Terzo mondo, un piccolo settore di ricchi, una gran massa di poveri forse miserabili, ed una crescente popolazione superflua, problema a cui devono trovare una soluzione. Nel Terzo mondo spedisci qualche squadrone della morte e fai un po’ di pulizia. Questo è il modo che s'è utilizzato in Colombia e Brasile. In Occidente è diverso. L’equivalente, in una società ricca, è confinare la popolazione in quartieri cittadini poveri e squallidi, che sempre più assomigliano a campi di concentramento. Un’altra tecnica è quella che chiamano la guerra al crimine. La criminalità non è aumentata per circa vent’anni, ma la popolazione carceraria s'è triplicata durante gli anni Ottanta e sta crescendo. Eccovi alcune cifre: dal 1930 fino alla metà degli anni Settanta il tasso di carcerazione fu circa di cento su centomila, che è più o meno come quello inglese. Nel 1980 ha raggiunto la cifra di centotrentanove su centomila, nel 1986 di duecentodieci, nel 1994 è salito a trecentosettantatré e continua a crescere. In confronto, in Giappone è di quarantasette, in Olanda di quaranta e così via. Durante gli anni di Reagan, gli Usa conquistarono il record mondiale. Ma la Russia si è messa a correre, ora che ha assorbito i valori occidentali, così sono circa allo stesso livello. Nel mondo industriale gli Usa sono unici. Infatti, a parte la Russia, v’è il più alto tasso di carcerazione del mondo, che sta crescendo, senza un aumento del crimine.
Il meccanismo che viene usato è principalmente la guerra alla droga. Che ha poco a che fare con le droghe. È una guerra di classe molto chiara. Circa la metà delle persone arrestate l’ultimo anno, che finirono nelle prigioni federali, furono arrestate per i cosiddetti crimini di droga; circa i due terzi per possesso, di cui un terzo per marijuana. Il ragazzo povero nel ghetto trova un joint in qualunque angolo di strada. Se guardate alle leggi, potete vedere esattamente che cosa sta succedendo. Vi sono due tipi di droga. Il crack, la droga del ghetto, e la cocaina in polvere per i ricchi manager quando ritornano a casa nei quartieri suburbani. In realtà sono la stessa cosa, ma le sanzioni penali sono di cento a uno, a favore del crack ed a sfavore della cocaina. Inoltre i ricchi sono ben raramente accusati.
Il sistema dei diritti civili è sotto attacco. Il Congresso ha addirittura abrogato, da non molto tempo, il Quarto emendamento e possono farla franca. Il Quarto emendamento è la sola legge che ostacola la perquisizione illegale ed il sequestro. La pena di morte sta aumentando. Gli appelli contro la pena di morte sono stati eliminati. Dovete mettervi in testa che negli ultimi vent’anni circa cinquanta persone, che poi sono risultate innocenti, sono state uccise con la pena di morte, secondo il senatore Feingold. È permesso l’uso della pena di morte contro i bambini. Gli Stati Uniti sono il solo paese, eccetto l’Iraq, l’Iran, forse l’Arabia Saudita e pochi altri come questi, che ufficialmente permette che i bambini vengano sottoposti alla pena di morte. Gli Stati Uniti hanno firmato da poco la Convenzione internazionale per i diritti dei bambini. Erano il 177° paese a firmarla. Di solito gli Usa non firmano convenzioni internazionali, ma hanno firmato questa. È fuorilegge l’uso della pena di morte contro i bambini, ma non importa, poiché gli Usa, nelle rare occasioni in cui firmano una convenzione internazionale, lo fanno in modo "non auto-esecutivo", il che significa che non devono applicare le norme senza che venga prima approvata una legislazione che le renda esecutive, cosa che non avviene mai.
Un altro obiettivo sono le generazioni future. La società è nelle mani di tiranni privati, che non si preoccupano del futuro. Sono interessati solo a guadagnare ricchezza, Dimenticando tutto tranne se stessi. Qualcun altro si preoccuperà del domani. L’eliminazione dell’apparato regolatore, che è sorprendente quando la guardate, è avvenuta in contemporanea con l’annuncio del Dipartimento del commercio che stavano chiudendo la più ricca area da pesca del mondo: George’s Bank, proprio fuori dal New England, fuori Cape Cod. L’area dovette essere chiusa poiché, durante gli anni Ottanta, l’amministrazione Reagan aveva deregolato l’industria ittica e l’aveva sovvenzionata. È come nel caso degli Istituti per il risparmio ed il prestito. Quando fate una cosa di questo tipo, avviene qualcosa: nello specifico, si distruggono le zone pescose. Hanno annientato il pesce che viveva sui fondali, così dobbiamo chiudere la più ricca area di pesca del mondo. Cape Cod ora sta importando merluzzi dalla Norvegia, che è come se l’Australia importasse canguri dal Centrafrica. Proprio nel bel mezzo di questo avvenimento, smantellarono l’apparato regolatore: quella notizia è su una pagina, questa su una pagina diversa. Dovete ricordare che gli abitanti del Massachusetts sono conservatori. Il governatore del Massachusetts è conservatore; così, non appena chiusero le zone di pesca, lui andò a Washington, cappello in mano, dicendo: guardate un contribuente, tirateci fuori da questa difficile situazione. La scusa era che questo non aveva niente a che fare con la deregolazione, ma si trattava di un disastro naturale. Il governo federale dovrebbe dichiarare il disastro naturale, così i fondi federali si riverserebbero nel New England. Perché era stato un disastro naturale? Lui spiegò che era arrivato un nuovo tipo di pesce predatore. È tuttora invisibile, però sappiamo che c’è ed ha divorato tutto il pesce che vive sui fondali. Non sto scherzando, questo è il modo in cui è stata data la notizia. Suona come una barzelletta, ma non lo è e neppure è divertente.
Questo spiega chiaramente che tipo di liberi mercati vi sono in giro. Sono come gli Istituti per il risparmio ed il prestito, come la sovvenzione di Goldman Sachs dopo il collasso del Messico, come la Crysler Corporation. In verità è come l’intera storia dello sviluppo industriale, fino a ritornare indietro all’intera storia dell’Inghilterra del Diciottesimo secolo. I liberi mercati vanno molto bene per voi, ma noi otteniamo aiuti e protezioni statali. Se qualcosa va male, voi entrate e ve ne prendete cura, noi siamo la "minoranza opulenta" che deve essere protetta.
V’è una piccola eccezione a questo, ma non ha nessuna importanza poiché nessuno la conosce, a meno che non s’impegni in un progetto di ricerca. Dal mio punto di vista questa è una prospettiva pessima. Non stiamo parlando di Algeria o Sudan. Quello che sta accadendo negli Stati Uniti è destinato ad avere un effetto enorme sul mondo. Infatti, le prospettive sono così sinistre che fin d’ora il mondo corporativo è a questo proposito ambivalente. Le riviste commerciali sono piene di questo. Non v’è tempo per parlarne, ma a proposito delle grandi corporazioni, il loro atteggiamento richiama alla memoria la Germania di Hitler alla fine degli anni Trenta. Avevano mobilitato l’esercito dei nazisti per distruggere i sindacati, uccidere comunisti e socialisti, aumentare i profitti e così via, tutto ciò fu enorme. Ma in seguito saltò fuori che questi uomini avevano le loro idee, non amavano tanto i ricchi ed i potenti, ma fu troppo tardi. Più o meno la stessa cosa avvenne in Iran verso il 1980, quando i mercanti nel bazar mobilitarono le loro truppe popolari per detronizzare lo Scià, ma poi saltò fuori che le truppe avevano un’idea diversa ed andarono con Komeini, che loro non volevano. Questo è ciò che ora teme la stampa commerciale. Hanno motivo d’essere spaventati.
Tutti questi fanatismi ed isterie. V’è una traccia di populismo anti-corporativo in questo. Sono molto preoccupati a proposito di quello che sta per accadere. Amano i profitti enormi, la deregolamentazione, la distruzione dei sindacati, l’uccisione dei bambini, tutta questa roba va bene, ma il problema è: che cos’altro hanno in mente questi uomini? I Ceo sono quelli che vengono chiamati "liberali". Essi militano a favore dell’aborto. Vogliono delle opportunità per le loro figlie. Non vogliono che i loro bambini vengano obbligati a pregare a scuola, o forzati a studiare "scienze della creazione". Non vogliono che sappiano di Lucifero ed extraterrestri che s’impadroniscono del paese. Non amano gli uomini che vanno in giro con armi d’assalto. Non vogliono questa società. Avevano qualcos’altro in mente. Certo, non vogliono l’attacco populista all’assistenza corporativa, che proprio ora sta cominciando e li spaventa. Così, in un certo senso sono spaventati dai gruppi che sono riusciti a mobilitare. Questo risulta in modo evidente sulla stampa commerciale. Probabilmente, non vogliamo prendere troppo seriamente queste analogie storiche, ma sarebbe un serio errore, a mio parere, trovare sicurezza nelle garanzie che vengono espresse nelle scienza del governo e rifiutarsi di guardare a quel che sta accadendo nel mondo reale.
Ultimo commento: mi è stato chiesto di parlare a proposito di alcune questioni specifiche. È vero che non ho detto niente riguardo a quegli argomenti, ma cercherò di rispondervi brevemente, poiché le risposte risultano quasi automaticamente se pensate a ciò che sta accadendo, di cui ho dato un piccolo saggio. La prima domanda è: "A proposito del problema della regolazione degli aiuti per i diritti umani, che cosa li condiziona?". A mio avviso non potete porre seriamente questa domanda in un mondo in cui la metà degli aiuti militari Usa per l’emisfero sta andando alla Colombia, il paese che maggiormente viola i diritti umani nell’emisfero. Questo fa parte di un disegno molto coerente. Poiché questo è il mondo reale, non potete porre seriamente domande a proposito della regolazione degli aiuti. Piuttosto, vi sono domande diverse. Il Congresso ha appena chiesto una forte riduzione degli aiuti ai paesi poveri - hanno lasciato gli aiuti ai paesi ricchi. Hanno anche chiesto il taglio di un terzo degli aiuti del Congresso per l’Unicef. Questo è stato fatto molto bene, al momento giusto.
È stato annunciato lo stesso giorno dell’annuncio del rapporto dell’Unicef (il rapporto annuale Unicef, con un direttore statunitense potrei dire) che tredici milioni di bambini stanno morendo ogni anno per malattie facilmente prevenibili, poiché i paesi ricchi rifiutano gli spiccioli per gli aiuti. Era lo stesso giorno della decisione di tagliare gli aiuti per l’Unicef, ma non importa poiché non è stato riportato. Ho lasciato il paese ormai da un paio di giorni e nessuna di queste notizie è comparsa sulla stampa nazionale. In queste condizioni, non potete parlare seriamente del problema della regolazione degli aiuti ai diritti umani. Abbiamo un mucchio di terreno da recuperare prima di arrivare a questa domanda.
La seconda domanda è: "Come possiamo avviarci verso un modello costruttivo non imperialista per la protezione internazionale dei diritti umani?". Effettivamente una risposta molto semplice e, dal mio punto di vista, corretta a questa domanda, è stata data in un articolo accuratamente documentato e convincente, un lungo studio inserito in un Rapporto sulle leggi inter-americane, scritto da un professore di diritto dell’Università di Miami. È uno studio sulla politica Usa e sui diritti umani nell’emisfero occidentale. L’autore conclude, dal mio punto di vista correttamente, che un mandato Usa per promuovere democrazia e diritti umani nelle Americhe è altamente improbabile che sia prossimo, senza una maggior democrazia all’interno degli stessi Stati Uniti. Penso che sia una minimizzazione, ma il punto è corretto. Una democrazia interna non garantisce la dignità oltre che all’interno anche all’estero, ma è un pre-requisito e, su questo fronte, v’è poco da dire e moltissimo da fare.
